Role Description Colliers Engineering & Design is seeking an Assistant Project Manager or Project Manager with business development capability to support our growing federal practice. This role strengthens project delivery across USACE civil works, water resources, geotechnical, and structural programs while contributing to strategic positioning and pursuit efforts with targeted USACE districts. While our preference is for this individual to be based in one of CED’s office locations to support collaboration and team engagement, we understand that exceptional talent is not limited by geography. Therefore, we are open to considering highly qualified candidates for a fully remote arrangement. Responsibilities include: - Coordinate project planning, scheduling, budgeting, and documentation in support of Federal Market Leads and Project Managers delivering USACE related work. - Assist with development of work plans, cost forecasts, earned value tracking, and progress reporting. - Prepare and review technical submittals, RFIs, change documentation, meeting minutes, and quality control records in accordance with USACE standards. - Support field coordination with internal teams, subcontractors, and USACE representatives to ensure compliance with design criteria, safety requirements, and contract specifications. - Contribute to hydrologic, hydraulic, and water control analyses using HEC RAS and related H&H tools when applicable. - Maintain organized project documentation and assist with project controls, risk tracking, and schedule updates. - Identify and track upcoming USACE opportunities through district forecasts, SAM.gov, and industry engagement. - Support proposal development, including technical writing, past performance assembly, compliance reviews, and coordination with discipline leads. - Participate in capability briefings, client meetings, and teaming discussions with partner firms. - Maintain relationships with USACE personnel, teaming partners, and subcontractors to strengthen Colliers’ federal market presence. - Contribute to market research, competitor analysis, and strategic planning for targeted USACE programs. Qualifications - Professional Engineer (PE) or Project Management Professional (PMP) certification required. - Bachelor’s degree in civil engineering, with emphasis in Structural, Water Resources, Geotechnical or Environmental. Electrical and Mechanical Engineering will be considered secondary. - Proficiency in Microsoft Office Suite, including Excel, Word, and PowerPoint. - Experience with HEC RAS and Hydrologic & Hydraulic (H&H) modeling tools. - Strong understanding of engineering plans, specifications, and federal contracting requirements, including USACE quality control processes and submittal workflows. - Ability to collaborate across multidisciplinary teams, environmental, survey, geotechnical, structural, and water resources. - Effective communication and relationship building skills for interaction with USACE personnel, teaming partners, subcontractors, and internal leadership. - Familiarity with project management and document control platforms used in federal and large scale infrastructure projects. - Ability to read, write, and understand English for purposes of comprehending written job-related communications and verbal instructions and interactions. Role Description The Manager of Project Management leads Visante’s Project Management Office (PMO) and is responsible for ensuring consistent, disciplined, and high-quality execution across complex consulting engagements and long-term managed services programs. This role serves as a people leader, steward of execution, and expert resource on best practices in Project Management and change management to the organization. - Establishes, maintains, and continuously improves project management standards, tools, templates, and governance to ensure consistent execution across engagements. - Oversees project execution across the portfolio, ensuring risks are identified early, addressed proactively, and escalated appropriately. - Directly manages and coaches a diverse team of Project Managers, fostering accountability, professional growth, and delivery excellence. - Leads select projects (~10% of time) to validate PMO processes, model best practices, and maintain strong practical delivery skills. - Serves as an escalation point for Project Managers; partners with Project Owners and Executive Sponsors to replan work or identify creative ways to meet client needs. - Owns PM staffing decisions, balancing skills, capacity, utilization, and development needs across consulting and managed services engagements. - Works closely with Client Success leadership to align delivery execution with client expectations, engagement strategy, and long-term relationship goals. - Defines and monitors key delivery metrics; provides clear, actionable insights to leadership on project health and PMO performance. - Uses qualitative and quantitative insights to identify systemic issues and drive continuous improvement across delivery practices. - Influences strong client outcomes by enabling reliable execution, supporting satisfaction, retention, and renewal through disciplined delivery practices. - Shares lessons learned and best practices to promote continuous improvement across the PMO. - Monitors PMO and corporate project financial performance to ensure financial accountability and transparency. - Guides Visante through change by fostering adaptability and supporting successful adoption of new processes.
