• Lead the development and ongoing improvement of a comprehensive AI Governance Framework aligned with Dotmatics' risk appetite and regulatory obligations, including the EU AI Act, ISO 42001, and NIST AI RMF • Maintain an AI use case registry, establish risk tiering and oversight levels for AI systems, and provide subject matter expertise to evaluate AI tools, models, and applications proposed by business and product teams • Partner with leadership and functional teams to assess AI use cases across model behaviour, data usage, privacy, and operational risk; ensuring alignment with the company's ISO/IEC 27001 ISMS, ISO 9001 QMS, and GxP requirements • Serve as program lead for the Dotmatics AI Governance Council, coordinating agendas, workflows, and decision-ready materials for Council and executive review • Act as the primary Dotmatics liaison to the Siemens AI Governance Consortium, representing the company in cross-portfolio working groups and contributing to joint frameworks and maturity models • Provide AI governance responses to customer RFIs, security questionnaires, and due diligence inquiries • Embed governance checkpoints into the SDLC alongside Product and Engineering; align AI controls with the broader security posture and incident response procedures • Lead the creation and maintenance of AI governance policies, SOPs, and supporting documentation; and develop and deliver AI governance training across the organization • Produce management reporting, metrics, and dashboards to keep senior leadership informed of program status, risk exposure, and control effectiveness • Drive continuous improvement by incorporating lessons learned, evolving standards, and regulatory developments

Role Description The Middle Class Tax Relief and Job Creation Act of 2012 established the First Responder Network Authority (FirstNet Authority) as an independent authority within NTIA under the Department of Commerce, charging it with building, deploying, and operating a Nationwide Public Safety Broadband Network (NPSBN). FirstNet provides emergency responders with a dedicated nationwide high-speed broadband network to increase collaboration between emergency responders, helping to save lives, solve crimes, and keep communities safer. The network fulfills a fundamental need of the public safety community and a key recommendation of the 9/11 Commission, enabling local, state, territory, tribal, and federal emergency responders to communicate during natural disasters, security threats, or other emergencies. This position requires data and AI management expertise to support FirstNet Authority's oversight of the development, deployment, and operation of the NPSBN, a nationwide mobile broadband network comprised of 4G/LTE, and 5G technologies. Responsibilities - Design, implement, and maintain robust data management frameworks to include but not limited to SQL databases to ensure the integrity, security, and accessibility of enterprise data across mobile network environments. - Develop and enforce data governance policies, implementing secure data storage and transmission protocols. - Integrate Artificial Intelligence (AI) and Machine Learning (ML) solutions to enhance cybersecurity V&V capabilities. - Leverage AI-platforms such as the Palantir Foundry (currently in use by the FirstNet Authority). - Ensure that all AI integrations adhere to ethical guidelines, maintain transparency, and support explainability of automated decisions. - Provide documentation, training, and continuous improvement strategies to sustain data quality and AI-enabled security capabilities. - Support a variety of data analytics activities for improving oversight of the NPSBN and verification and validation of program deliverables, including: - Analyze complex structured and unstructured data. - Enrich data using both internal and externally sourced data. - Employ advanced data science principles, including state-of-the-art techniques as appropriate (e.g., machine learning, artificial intelligence) to develop compelling stories. - Perform a wide variety of analytics tasks, such as link, pattern, statistical, behavioral, and geospatial analysis. - Identify unobvious relationships within the data. - Identify data gaps within existing program deliverables and opportunities for the addition of new data attributes. - Perform other analytical functions as requested by the FirstNet Authority. Qualifications - Expert in the data and AI management field with 9+ years of experience in database management and AI/ML models and database systems. - Substantial knowledge in designing, implementing, and optimizing relational and NoSQL databases. - Proven ability to integrate AI/ML models with database systems. - Strong experience in database performance tuning, indexing strategies and query optimization for large-scale systems. - Minimum of 5 years’ experience with data pipelines and ETL tools, proficiency in SQL, Python and at least one additional programming language. - Minimum of 5 years’ experience with cloud-based database services and experience with API development and integration for AI-driven applications. - Proven understanding of data governance, security compliance and privacy regulations. - Strong professional, interpersonal, and organizational skills. - Strong written and verbal communication skills with ability to create technical documents for various audiences. - Ability to work independently and as part of a team in a fast-paced environment. - Ability to obtain and maintain a public trust. - US Citizenship. - Level 2. - Bachelor's degree in relevant field (telecommunications, computer science, data analytics, cybersecurity, or related discipline). - Minimum 9+ years of related experience. - Substitutions: Bachelor's degree may be substituted with Associates degree and additional 2 years experience; a Master's degree and 7 years experience; a Ph.D. and 5 years experience. Compensation Compensation: $86,800 - $173,000.
