Role Description IREX (International Research & Exchanges Board) is seeking a labor mobility consultant to provide specialized, long-term, intermittent technical assistance to the Talent Forward Solutions strategic initiative team. The consultant will draw on deep expertise in migration and development, including experience working across the migration-development nexus; the design and implementation of labor mobility pathways across European, African, and Pacific corridors; and the application of results-based financing and innovative funding models to scale labor mobility solutions. The consultant brings strong experience in stakeholder coordination, coalition building, and policy engagement with governments, private sector actors, and international organizations, as well as a proven track record in developing and advising on labor mobility programs and transnational skills partnerships. Overall, this consultant will help position IREX as a partner of choice for identifying, designing, and delivering proven models of labor mobility pathways as a core component of TVET systems, strengthening linkages between skills development and international labor market opportunities. Qualifications - Advanced degree in migration studies, international relations, economics, or a related field. - Minimum 8–10 years of relevant professional experience in labor mobility, migration and development, or workforce development programming. - Demonstrated expertise in designing, implementing, or advising on labor mobility pathways, including transnational skills partnerships and migration programs across multiple regions (e.g., Europe, Africa). - Strong experience in developing and applying innovative financing mechanisms for labor mobility, including results-based or blended finance models. - Proven capacity in proposal development, concept design, and technical advisory services for donor-funded programs. - Experience conducting labor market analysis, migration systems assessments, and identifying viable labor mobility opportunities and corridors. - Strong stakeholder engagement, coalition building, and partnership development skills, including experience working with governments, private sector actors, and international organizations. - Excellent analytical, writing, and communication skills, with the ability to produce high-quality technical deliverables and strategic briefs. - Experience working with or engaging German and European labor mobility stakeholders—including government institutions, employers, and implementing partners—is a strong asset. - Fluency in English required; additional languages (e.g., German, French) an asset. Requirements - Technical support for the design and development of labor mobility concepts and proposal components, including identification of viable labor mobility pathways, target sectors, and country corridors aligned with TVET systems. - Review and refinement of concept notes and proposals for priority funding opportunities, including support to finalize high-priority submissions. - Expertise in transnational skills partnerships, labor mobility programming, and integration of labor mobility within workforce development and TVET initiatives. - Development of Level of Effort (LOE) estimates, costing frameworks, and pricing models for labor mobility concepts, including application of innovative and results-based financing approaches. - Creation of practical tools, guidance, and templates to support standardized costing, pricing, and concept development across future labor mobility initiatives. - Market analysis and strategic advisory services, including labor mobility opportunity assessments, demand sector analysis, and feasibility considerations in priority geographies. - Experience conducting stakeholder engagement, coalition building, and partnership development with governments, private sector actors, and international partners. - Ability to produce concise knowledge products, including labor mobility intelligence briefs and technical inputs to inform program strategy and positioning. • Develop detailed 2D and 3D BIM models and construction drawings using Revit, AutoCAD, BIM360/ACC, Navisworks, and Bluebeam Revu. • Design and model: Structured Cabling Systems, Security Systems, Audio Visual Systems, Distributed Antenna Systems (DAS), Outside Plant Infrastructure, Other low-voltage technologies. • Participate in BIM coordination meetings with architects, engineers, contractors, and consultants to resolve clashes and maintain model accuracy. • Interpret BIM Execution Plans (BEPs), Design Intent documents, and project requirements. • Assist the Design Director and VDC Manager in developing and maintaining BIM standards, templates, libraries, and workflows. • Make recommendations regarding BIM software, hardware, training, and process improvements. • Produce 3D renderings for customer proposals, including conference rooms, data centers, and IDF/MDF spaces. • Perform electronic takeoffs using Autodesk products and Bluebeam. • Support both BIM modeling and traditional 2D CAD drafting as project needs require. • Manage multiple projects simultaneously while meeting deadlines and maintaining quality standards. • Continuously expand technical knowledge of BIM software and low-voltage technologies. • Collaborate with team members and provide guidance and support to junior designers when opportunities arise.

• Create, maintain, and interpret electrical schematics, wiring diagrams, and other project documentation. • Design and integrate PLC (Programmable Logic Controller) and HMI (Human Machine Interface) systems for the automation of renewable energy generation applications. • Perform the work for the integration of substation systems and devices, including protective relays, RTACs (Real-Time Automation Controllers), and communication networks. • Leads, tests, and troubleshoots electrical control systems under the guidance of upper-level integrators or independently to ensure proper functionality and performance. • Perform on-site field commissioning activities, such as system installation, device power up, and network troubleshooting. • Collaborate with internal teams and external stakeholders to ensure project success. • Maintain up-to-date knowledge and adhere to relevant industry standards and safety regulations, including NERC CIP. • Learn and adapt to new technologies and programming techniques.
