Job Requirements

  • Excellent knowledge of cancer centres across Canada
  • Experience in the pharmaceutical or medical devices industry (minimum five years) considered an asset
  • Knowledge of adult learning principles considered an asset
  • Strong commitment to compliance and quality control objectives

Role Description IREX (International Research & Exchanges Board) is seeking a labor mobility consultant to provide specialized, long-term, intermittent technical assistance to the Talent Forward Solutions strategic initiative team. The consultant will draw on deep expertise in migration and development, including experience working across the migration-development nexus; the design and implementation of labor mobility pathways across European, African, and Pacific corridors; and the application of results-based financing and innovative funding models to scale labor mobility solutions. The consultant brings strong experience in stakeholder coordination, coalition building, and policy engagement with governments, private sector actors, and international organizations, as well as a proven track record in developing and advising on labor mobility programs and transnational skills partnerships. Overall, this consultant will help position IREX as a partner of choice for identifying, designing, and delivering proven models of labor mobility pathways as a core component of TVET systems, strengthening linkages between skills development and international labor market opportunities. Job location: This is a remote position. Qualifications - Advanced degree in migration studies, international relations, economics, or a related field. - Minimum 8–10 years of relevant professional experience in labor mobility, migration and development, or workforce development programming. - Demonstrated expertise in designing, implementing, or advising on labor mobility pathways, including transnational skills partnerships and migration programs across multiple regions (e.g., Europe, Africa). - Strong experience in developing and applying innovative financing mechanisms for labor mobility, including results-based or blended finance models. - Proven capacity in proposal development, concept design, and technical advisory services for donor-funded programs. - Experience conducting labor market analysis, migration systems assessments, and identifying viable labor mobility opportunities and corridors. - Strong stakeholder engagement, coalition building, and partnership development skills, including experience working with governments, private sector actors, and international organizations. - Excellent analytical, writing, and communication skills, with the ability to produce high-quality technical deliverables and strategic briefs. - Experience working with or engaging German and European labor mobility stakeholders—including government institutions, employers, and implementing partners—is a strong asset. - Fluency in English required; additional languages (e.g., German, French) an asset.
