The Role: This position is a dynamic role that will include proactive contract & subcontract management support on GM Defense LLC (GMD) programs from capture to execution and close out. This position is responsible for leading the contracts and subcontracts management for their assigned programs reporting to the cognizant Contracts Manager responsible for that line of business. This position involves direct interfacing with internal senior leadership across the Global Organization, and external interfacing with DoD personnel, various Governmental and Non-Governmental Agencies and International customers. A comprehensive knowledge of government contract regulations and requirements is critical. The individual will ensure compliance to policies, procedures and work instructions that ensure GMD is compliant with Government regulations and contract requirements while working collaboratively with the GMD core team. There is an expectation that the individual should already possess experience with US Government acquisition including Other Transaction Authority (OTA), FAR Part 12 and 15 as well as experience bringing commercial technology into the defense space is a plus. The ability to develop creative and innovative solutions in coordination with the Business Areas is a mandatory skillset. What You'll Do: - Responsible for cradle to grave contract administration and management for assigned programs. - Assist with the overall implementation of sound Federal Contracting processes and procedures. - Assist with Bid and Proposal Activities on assigned GMD programs. - Research compliance issues, interpret regulations, formulate recommendations using knowledge of OTA, FAR/DFARS, and provide recommendations to stakeholders. - Assist with the drafting of contractual documents including but not limited to NDA's, Teaming Agreements and Subcontract Agreements. - Develop and maintain processes for tracking and timely closure of actions as well as change management. - Manage subcontracts and support unique purchasing with establishment of compliant procurement processes and procedures and other activities as needed of their assigned programs. - Attend and interface in key meetings on contractual matters. - Maintain strong relationships with key GMD Government Contract stakeholders. Your Skills & Abilities (Required Qualifications) - Bachelor's Degree required. - 5+ years of progressive DoD and/or federal government contracts management experience. - Must possess working knowledge of the end-to end contract process (pre-award, award, post award, and contract closeout in the Government contracting industry). - Candidate must be a U.S. Person (U.S. citizen, U.S. permanent resident, asylee or refugee). - U.S. citizenship required to comply with federal government contract provision expressly restricting role to U.S. citizens. - Strong negotiations skills and demonstrated accomplishment of negotiation of DoD and/or federal government contracts. - Must have strong customer relationship skill with experience in US DoD and/or federal government contracts. - Subcontracting experience. - Strong leadership skill to help implement strategy and provide clear and concise direction to team on day-to-day issues on assigned programs. - Must possess an Intermediate level of understanding and ability to interpret and apply the Federal Acquisition Regulations and Defense Federal Acquisition Regulations. - Strong track record of contracts/subcontracts performance within an organization. - Demonstrated ability to achieve goals through influencing, partnering, and developing productive relationships with senior leadership and the Contracts team across the multiple business areas. They should also be recognized as the "go to" person for all defense/government contracts for their assigned programs. - Ability to effectively communicate complex contracts issues to company executives and external representatives. - Ability to work independently and in a collaborative team environment. What Can Give You a Competitive Advantage (Preferred Qualifications) - Experience working Part 12 contracting and implementing commercial technology in military applications including subcontracting. - Experience with the Department of State. - Ability to quickly understand a wide variety of vehicle and engineering technologies, including both hardware and software within the automotive industry. - Must be able to work independently as well as the ability to work in a collaborative team environment. - Ability to interact with individuals throughout a global organization in a professional and business-like manner. - Ability to interpret and /or understand financial data. - Large, public company experience (at least mid-tier) in government contracting (DoD preferred).
