Role Description This HR Data Analyst role supports a federal human capital organization by delivering advanced workforce analytics, reporting, and data-driven insights. You will extract, analyze, and translate HR data from multiple federal systems into clear, executive-level insights that inform workforce planning, hiring strategies, and organizational performance. The position focuses on transforming complex HR datasets into actionable information that supports leadership decisions and continuous improvement across human capital operations. Responsibilities - Support workforce analytics initiatives by collecting, analyzing, and interpreting federal Human Resources data from systems such as NFC, HRConnect, USA Staffing, and other federal HR platforms. - Develop and maintain dashboards and reports that track key HR metrics, including hiring timelines, attrition, workforce demographics, and onboarding progress. - Build dynamic tools in Excel, Power BI, or similar platforms that allow real-time updates and adjustments during executive briefings and leadership meetings. - Provide recurring and ad hoc data analysis to support HR data calls, audits, and reporting requirements, and clearly demonstrate the outcomes and implications of the analysis. - Extract, normalize, and organize historical HR data from federal systems and portals such as the National Finance Center (NFC), HR Connect, USA Staffing, and Enterprise Services Portal. - Track, collect, and develop datasets that support HR audits, payroll reviews (A-123), and performance reporting requirements. - Translate complex HR datasets into clear, concise, and visually compelling presentations and dashboards for senior leadership. - Convert technical HR terminology and federal HR processes into plain-language insights that non-HR stakeholders can easily understand and act upon. - Assist in end-to-end hiring analytics, including pipeline tracking, onboarding timelines, and process optimization, and identify inefficiencies while recommending data-driven improvements. - Support continuous improvement initiatives through data analytics that align with agency HR and management goals. - Respond rapidly to changing requirements, shifting priorities, and emergent leadership requests for HR data and analysis. - Collaborate closely with HR teams, program offices, and leadership to refine analytics needs, clarify requirements, and deliver tailored analytical products. - Provide on-the-spot data adjustments, recalculations, and analysis during meetings using tools such as HRConnect, NFC, USA Staffing, and Microsoft Excel. - Pull, clean, and manipulate large datasets for data calls, convert raw data into ratios, percentages, and metrics suitable for executive briefings, and create searchable Excel workbooks. - Combine and reconcile multiple datasets into a single, coherent data call response, ensuring consistency, accuracy, and clarity. - Leverage AI tools, such as Copilot, where appropriate to support analytics, automate formulas, and improve efficiency in data processing and reporting. Qualifications - Minimum of 4 years of experience supporting federal HR data calls, audits, and reporting requirements, including translating complex HR and workforce data into clear, actionable insights for senior leaders. - Strong understanding of federal HR processes, including hiring, onboarding, personnel actions, and workforce planning. - Advanced expertise in Microsoft Excel, including pivot tables, advanced formulas, and data modeling. - Proficiency with SQL, including writing queries and formulas to extract, join, and analyze data from multiple sources. - Experience building interactive dashboards using tools such as Excel, Power BI, Tableau, or similar platforms. - Demonstrated ability to manipulate and analyze large datasets, summarize numerical and quantifiable data, and provide usable information for decision-makers. - Experience pulling large data sets for data calls and converting raw data into ratios, percentages, and analytics suitable for executive-level briefings. - Ability to create Excel sheets and workbooks where data can be easily searched, filtered, and updated. - Familiarity with federal HR systems such as NFC (National Finance Center), HR Connect, USA Staffing (USAS), and other federal HR platforms. - Experience combining multiple datasets into a single, accurate data call response. - Strong storytelling skills using data visualization and executive-level presentations. - Knowledge of human capital strategies and workforce analytics methodologies. - Eligibility to obtain and maintain a government-required Public Trust security clearance. - U.S. citizenship, as required for access to federal systems and clearance processes. Work Environment This position is classified as an HR Data Analyst role and is structured as a full-time equivalent (1 FTE) opportunity. The work environment is fully remote, allowing you to support federal human capital operations from a home-based setting while collaborating virtually with HR teams, program offices, and leadership. You will work extensively with federal HR systems such as NFC, HR Connect, USA Staffing, and other federal HR platforms, as well as tools like Microsoft Excel, Power BI, Tableau, SQL, and AI-based analytics assistants. The role requires the ability to obtain and maintain a Public Trust security clearance and may involve occasional coordination across time zones to meet federal reporting deadlines and leadership requests. No travel is required for this position. Job Type & Location This is a Contract to Hire position based out of Reston, VA. Pay and Benefits The pay range for this position is $90,000.00 - $125,000.00/yr. Eligibility requirements apply to some benefits and may depend on your job classification and length of employment.
