Public Policy Manager
PPGNHAIK
Role Description Under the supervision and direction of the Vice President of Policy & Strategy, conducts public policy analysis and research; manages regional policy projects; collaborates with lobbying, media, field, and grassroots teams; and coordinates with stakeholders and partners to maintain coalitions and build new partnerships. Conducts public policy analysis, research, and advocacy to support sexual and reproductive health and rights in our geographic region and pursue favorable policy environments for Planned Parenthood members’ operational success. Works collaboratively with the Vice President of Policy & Strategy, State Directors, and the regional public policy team to develop and implement the Planned Parenthood policy agenda and annual strategic and field campaign plans. Key Responsibilities - Conducting policy analysis and research on pending legislation and regulation in assigned states related to sexual and reproductive health, rights, and justice. - Ensuring positive, productive staff results by hiring, supervising, training, coaching, and evaluating policy analyst(s) and policy team interns. - Managing six-state policy agenda development process in collaboration with Vice President of Policy & Strategy, State Directors, and Planned Parenthood member organizations. - Developing and implementing systems and processes to ensure coordination and collaboration with key Planned Parenthood member organization staff. - Managing six-state policy projects including updating and maintaining public policy handbooks, statistical databases, and regional policy resources. - Collaborating with policy analyst(s) and Government Relations Managers to monitor rulemaking, track legislation, and analyze data on health finance and public health. - May represent PPAA at coalition tables and lobbying efforts upon request. - Serving as thought partner and advisor to State Directors and Government Relations Managers on legislative strategy. - Maintaining working knowledge of lobbying and political spending compliance requirements. - Incorporating reproductive justice in all PPAA positions and materials. - Serving as knowledgeable subject matter expert on Medicaid and other health finance policies. - Collaborating with Director of Compliance & Operations on legislative and regulatory changes. - Researching, writing, and editing policy materials for lobbying and advocacy efforts. - Analyzing potential impacts on states and researching alternative policy options. - Conducting outreach and coordination with existing and potential partners on local and national levels. - Participating actively in the PPAA staff team and communicating policy issues internally. Supervisory Responsibilities - Policy analyst(s), volunteers, interns, short-term temporary staff. Travel Requirements - Occasional travel within the six-state region and nationally. Qualifications - BA/BS in related field required. - At least four years’ experience with research, analysis, advocacy, and writing about health policy issues and government relations. - Experience with state and local government policy development. - Strong analytical, critical thinking, and communication skills. - Demonstrated commitment to and experience in incorporating equity efforts around race, sexual orientation, gender identity, immigrant status, and economic status. - Expertise in reproductive health care, rights, and justice policy and trends. Preferred Qualifications - Advanced degree in public policy or public health preferred. Salary Range $85,000 - $102,000 - Annually. Actual starting pay will be determined based on factors including, but not limited to, relevant experience, education, internal equity, geographic location, and the budgeted hiring range established for the position.
