RFP & Proposal Manager
River Health
• Manage the full lifecycle of RFPs, RFIs, and proposal requests from employers, brokers, and benefits consultants • Qualify opportunities, establish timelines, and coordinate internal contributors to ensure on-time submission • Act as the single point of accountability for proposal accuracy, completeness, and clarity • Partner with Sales to align proposal strategy, positioning, and pricing with prospect needs • Support broker and consultant relationships by adhering to required formats, evaluation criteria, and procurement standards • Participate in finalist presentations, consultant Q&A, and follow-up documentation as needed • Translate River Health’s plan designs, pricing, onboarding, and operational model into consultant- and employer-ready language • Maintain and continuously improve a centralized RFP content library (standard responses, case studies, compliance language, and outcomes data) • Ensure all proposals meet regulatory and disclosure requirements, including ERISA, ACA/MEC considerations, and COBRA, where applicable • Partner with Compliance and Legal to validate language related to plan structure, employer obligations, and risk mitigation • Identify RFP requirements tied to reporting, payroll integration, enrollment, and plan administration KPIs & Success Metrics
Job Requirements
- 3+ years of experience managing RFPs and proposals in health insurance, employee benefits, or healthcare services
- Strong working knowledge of ERISA, employer-sponsored health benefits, and ACA/MEC plan structures
- Proven experience working with benefits consultants and broker partners
- Exceptional written communication and cross-functional project management skills

Role Description As a Senior Proposal Manager at Shimmick, you’ll play a key leadership role in advancing our pursuit strategy and proposal execution. You will shape proposal systems and processes across the company, supporting complex infrastructure pursuits, guiding cross-functional teams, and helping win high-profile work in water, transportation, energy, and other critical sectors.
