Job Requirements

  • Bachelor’s degree in Engineering, Robotics, Computer Science, Electrical Engineering, Mechanical Engineering, Systems Engineering, Aerospace Engineering, or a related technical field
  • 5+ years of experience in technical program management, engineering program leadership, systems engineering, robotics, defense technology, autonomy, software, or related fields
  • Experience managing complex technical programs with cross-functional engineering teams
  • Technical background in robotics, software systems, autonomy, hardware/software integration, defense systems, or fielded technology products
  • Ability to understand and communicate technical concepts across software, hardware, autonomy, sensors, communications, testing, and operations
  • Experience leading schedules, milestones, risk management, integration planning, test readiness, and delivery execution
  • Experience working with engineering teams building real-world systems, not just software-only products
  • Strong written and verbal communication skills
  • High ownership, strong judgment, and ability to operate in fast-moving environments
  • Ability to manage ambiguity, drive clarity, and keep teams aligned around execution priorities
  • Passion for mission-critical robotics, autonomy, and defense technology
  • U.S. citizenship and ability to obtain and maintain a security clearance.

This is a critical leadership role responsible for establishing and maintaining a comprehensive Program Management framework that provides strategic oversight, governance, and integration across all work performed under an Indefinite Delivery Indefinite Quantity (IDIQ) contract. The Senior ICAM Program Manager will serve as the single point of accountability for the full lifecycle management of the portfolio, ensuring successful contract execution, stakeholder collaboration, and adherence to all performance metrics. This individual will lead the establishment and maintenance of a centralized Program Management (PM) framework that delivers strategic oversight, governance, and enterprise-wide visibility into the health and progress of the ICAM program. - Serve as the primary point of contact and single point of accountability to the Government for all matters related to cost, schedule, and performance across the ICAM IDIQ portfolio. - Establish, implement, and continuously improve a comprehensive Program Management framework providing strategic oversight, governance, and integration across all task orders and contract activities. - Lead strategic oversight and reporting activities, delivering enterprise-wide visibility into program health, progress, risks, and opportunities to Government stakeholders and leadership. - Develop, manage, and maintain program governance structures and communication plans to ensure consistent, transparent, and timely collaboration with all stakeholders, including federal leadership, contracting officers, and program offices. - Oversee data management and program visibility efforts, ensuring accurate and up-to-date program data is available to support decision-making and reporting requirements. - Manage contract and transition management activities, including onboarding of new task orders, transition planning, and closeout activities to ensure seamless continuity of services. - Review, respond to, and negotiate Requests for Task Execution Plans (RTEPs) and Requests for Proposals (RFPs), developing technical approaches, schedules, and price proposals within Government-specified timeframes. - Lead negotiations with the Government on Firm-Fixed-Price (FFP) deliverables, labor mix, and specific execution parameters prior to Task Order issuance. - Monitor and manage performance against Contract Data Requirements List (CDRL) items and task-order-level deliverables, ensuring alignment with the overarching PM framework. - Identify, assess, and mitigate program risks and issues, escalating to appropriate stakeholders as necessary. - Facilitate cross-functional coordination between technical teams, subcontractors, and Government personnel to ensure integrated and cohesive program execution. - Champion process standardization and shared services across the task order portfolio to drive cost savings and administrative efficiency. - Ensure all contract activities comply with applicable federal regulations, policies, and security requirements. Role Description Reporting to the Program Manager, the Associate Program Manager (APM) is responsible for undertaking the management, planning, and implementation of the Patient Support Program, including managing the day-to-day activities of the Reimbursement Specialists (RS).
