IT - Database Administrator V Job Description: Job#: 3039273 Job Description: IT - Database Administrator V Location: Home, Arkansas (Teleworker) Role Overview This role leads the governance framework for a major program, establishing and maintaining governance processes, decision-making structures, and escalation procedures. The position involves designing, implementing, and operating the program's data governance ecosystem to ensure consistent, high-quality data across legacy and modernized platforms. The lead will oversee cross-organizational coordination, facilitate executive-level governance activities, and ensure clear accountability. Key Responsibilities - Lead the governance framework for the program, establishing and maintaining processes and decision-making structures. - Coordinate Executive Governance Board (EGB) meetings, including material preparation and tracking follow-up actions. - Manage cross-organizational issue resolution processes and facilitate stakeholder alignment. - Ensure governance alignment with collaboration requirements, program standards, and Federal data management expectations. - Develop and maintain the program's RACI Matrix within 30 days of onboarding. - Establish data governance controls, standards, and best practices for high-quality data. - Support the integration of legacy data environments into modernized platforms. - Develop and maintain governance documentation, operating procedures, and process workflows. - Facilitate enterprise-level data governance forums to resolve data quality and ownership issues. - Collaborate with technical, functional, and business teams to enforce data management policies. - Monitor governance process performance and recommend improvements. - Provide guidance on data quality, metadata, master data, and data lifecycle management. - Ensure compliance with program-specific data privacy, security, and records management requirements. Required Qualifications - 5 years of experience with a BS/BA degree; 3 years with an MS/MA; or a PhD. - Demonstrated experience leading data governance or enterprise data management initiatives within large, complex Federal or healthcare programs. - Experience developing and operationalizing governance frameworks and decision-making structures. - Strong understanding of specific data environments, data standards, and multi-contractor collaboration requirements. - Experience facilitating governance boards and executive-level forums. - Experience with governance across legacy systems and modernized platforms. - Knowledge of data management domains including metadata management, data quality, master data, and stewardship. - Experience working within Agile environments. - Ability to communicate effectively across technical and non-technical stakeholders. - U.S. Citizenship is required. Preferred Qualifications - Experience working with Federal Healthcare programs. - Experience with enterprise governance tools or platforms (e.g., Collibra, Informatica Axon, or similar). - Knowledge of regulatory requirements such as HIPAA and Federal information security standards. - Experience with data architecture, data modeling, or enterprise information management. - Experience leading governance for programs undergoing modernization or cloud migration. - Relevant certifications (e.g., CDMP, Data Governance & Stewardship Professional certification, or similar).
