Role Description Mathematica is seeking an experienced Programming Lead to drive the development of measures, analytics, and data processing capabilities within the Imersis platform. Imersis is a cloud-based analytics platform that helps state Medicaid agencies transform complex T-MSIS data into actionable insights. The Programming Lead serves as the technical leader for measure and analytics development, translating business requirements, Medicaid policy guidance, and analytic methodologies into scalable, maintainable software solutions. - Lead the design, development, testing, and maintenance of data quality measures, performance measures, operational metrics, and advanced analytic methodologies within the Imersis platform. - Translate federal guidance, Medicaid policy requirements, business needs, and analytic specifications into scalable production code. - Develop reusable frameworks for measure calculation, cohort construction, attribution, benchmarking, trend analysis, and other analytic functions. - Design and implement data transformation, validation, and analytic workflows using SQL, Python, and cloud-based data technologies. - Ensure analytic methods are transparent, reproducible, and aligned with industry standards and client requirements. - Leverage deep understanding of T-MSIS data structures and Medicaid data systems to develop robust measures and analytics that generate actionable insights for state agencies. - Serve as the primary technical lead for measure and analytics development within Imersis. - Establish standards and best practices for analytic programming, software quality, testing, documentation, and code review. - Guide technical design decisions related to analytic architecture, scalability, performance, and maintainability. - Evaluate impacts of CMS guidance changes, T-MSIS updates, and emerging Medicaid reporting requirements on platform functionality. - Lead code reviews and provide technical mentorship to programmers, analysts, and other developers. - Drive continuous improvement in development processes, tooling, and analytic infrastructure. - Partner with product managers, engineers, researchers, and Medicaid subject matter experts to define and implement new platform capabilities. - Contribute to the strategic vision for expanding Imersis from a data quality measurement platform into a comprehensive Medicaid analytics solution. - Identify opportunities to leverage advanced analytics, artificial intelligence, machine learning, and automation to enhance platform capabilities. - Support the design of features that help users understand not only what occurred in their data, but also why it occurred and what actions may improve outcomes. - Develop and maintain testing frameworks to validate measure calculations, analytic outputs, and data processing workflows. - Ensure consistency, transparency, and reproducibility across platform releases. - Investigate and resolve complex data, logic, and performance issues. - Support release planning, validation, and production deployment activities. - Collaborate with Medicaid policy experts, researchers, analysts, and clients to interpret requirements and translate them into technical solutions. - Communicate complex analytic concepts and methodologies to both technical and non-technical audiences. - Support client demonstrations, technical discussions, and strategic planning efforts. - Partner across teams to ensure platform capabilities align with client needs and organizational priorities. Qualifications - Bachelor’s degree in Computer Science, Information Systems, Data Science, Statistics, Public Health Informatics, or a related field; advanced degree preferred. - 7+ years of experience developing analytic, measurement, or data-processing solutions in healthcare, Medicaid, or related domains. - Expert-level programming skills in SQL and strong proficiency in Python for data processing, analytics, testing, and automation. - Deep knowledge of T-MSIS data structures, content, and relationships, including eligibility, claims, encounters, providers, managed care, and related Medicaid data domains. - Demonstrated experience working directly with T-MSIS data to support data quality assessment, performance measurement, program evaluation, policy analysis, or operational analytics. - Experience designing and implementing complex measures, business rules, validation frameworks, and analytic methodologies in production environments. - Proven ability to translate federal guidance, business requirements, and analytic specifications into scalable, maintainable technical solutions. - Experience leading technical projects and influencing product and architectural decisions. - Demonstrated ability to mentor and develop technical staff. - Strong analytical, problem-solving, written communication, and stakeholder engagement skills. - Experience with Agile software development methodologies, CI/CD pipelines, automated testing frameworks, and modern software engineering practices.
