Proposal Manager

• Lead the end-to-end proposal process from pre-RFP positioning through post-submission activities, ensuring adherence to MSM's standard operating procedures. • Analyze RFPs, RFIs, and RFQs to develop compliant outlines, compliance matrices, and proposal schedules. • Facilitate all proposal meetings (e.g., Kick-off, Daily Stand-ups, Color Reviews) and coordinate efforts among Subject Matter Experts (SMEs), pricing teams, external partners, and executive leadership. • Manage proposal resources, track action items, and ensure all deadlines are met without compromising quality. • Write, edit, and synthesize non-technical and management proposal volumes. • Develop highly persuasive Executive Summaries, Introductions, Management Approaches, Transition Plans, and Past Performance narratives. • Integrate light technical content by pulling from, tailoring, and updating MSM’s existing library of written boilerplate and capability statements. • Collaborate closely with SMEs and leadership to capture strategic win themes, discriminators, and operational methodologies, translating them into clear, compelling proposal prose. • Conduct rigorous editing and proofreading of all proposal volumes (including SME-authored technical sections) for clarity, grammar, tone, one-voice flow, and strict compliance with solicitation instructions (Section L & M).

Job Requirements

  • Must have minimum of 4 years of experience in federal government proposal management and writing.
  • Must have an IT background.
  • Must have proficiency in AI tools for proposal development and compliance.
  • Must have Federal Government contracting experience.
  • Deep understanding of the federal procurement process (FAR) and experience bidding on DoD and Civilian agency contracts.
  • Proven ability to comprehend high-level IT and cybersecurity concepts in order to effectively weave existing technical boilerplate into cohesive proposal narratives.
  • Exceptional project management, organizational, and time-management skills with the ability to handle multiple concurrent proposals.
  • Proficient in the following tools: Microsoft Word, Excel, PowerPoint, Outlook and Adobe products.
  • Exceptional facilitation and organization skills are required.
  • Outstanding written and verbal communication skills; expert proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and SharePoint/proposal management software.
  • Strong Customer Service Skills to work with a range of stakeholders and facilitate their participation.
  • Self-started with the ability to work multiple priorities simultaneously.
  • Ability to work outside of traditional hours and occasionally on weekends as required.
  • Possess a passion to win.
  • Bachelor’s degree in Computer/Engineering field, Communications, English, Social Science, or technical discipline consistent with the aforementioned domains.

The Medicaid Proposal Management Director leads and mentors Proposal Operations Managers and matrixed teams, ensuring alignment among capture, solution design, proposal writing, production, and implementation hand-off. This highly visible role frequently interfaces with executive leadership, health plan CEOs, and functional leaders to resolve issues, secure decisions, and align on strategy, commitments, and risk posture.
