Tolling Project Manager

Role Description - Support VDOT project planning activities, including maintaining project schedules, sprint plans, task lists, and work breakdown structures. - Assist with Agile ceremonies (daily standups, sprint planning, sprint reviews, retrospectives) and help ensure teams follow Agile practices. - Update and maintain Agile boards (Azure DevOps) including user stories, tasks, acceptance criteria, and sprint progress. - Prepare project and team documentation such as meeting minutes, status reports, risk and issue logs, change requests, and project artifacts required by COV PMD standards. - Coordinate meetings, prepare agendas, track action items, and follow up with team members to ensure timely completion. - Support project and sprint monitoring, escalating risks, blockers, or delays to senior PMs, Scrum Masters, or Product Owners. - Maintain project repositories, SharePoint sites, and documentation libraries in accordance with VDOT and Commonwealth governance requirements. - Assist with stakeholder communication, gathering updates, clarifying requirements, and supporting project deliverables. - Perform basic data analysis to support reporting, dashboards, and decision‑making. - Ensure compliance with VDOT ITD processes, COV ITRM standards, and CAI engagement expectations. - Provide general administrative and logistical support to project and Scrum teams. Qualifications - Understanding of project management principles, Agile methodologies (Scrum, Kanban), and the project lifecycle. - Experience with Agile concepts such as user stories, acceptance criteria, sprint velocity, burndown charts, and team capacity. - Ability to facilitate Agile ceremonies and supporting Scrum team operations. - Strong organizational and time‑management skills with the ability to manage multiple priorities in a structured environment. - Clear written and verbal communication skills, including the ability to prepare concise documentation and status updates. - Basic analytical skills with the ability to gather, interpret, and present information. - Proficiency with Microsoft Office, SharePoint, Teams, and Agile tools such as Azure DevOps. - Ability to work collaboratively with cross‑functional teams, business partners, and technical staff. - Attention to detail and commitment to accuracy in documentation and reporting. - Ability to follow established VDOT and Commonwealth processes and seek guidance when encountering unfamiliar situations. - Willingness to learn and grow in both traditional and Agile project management disciplines. Requirements - Information Technology, Project Management, or related field; equivalent experience may be considered. - 2-5 years of experience supporting projects, Agile teams, or administrative operations. - Exposure to Agile methodologies through coursework, training, or hands‑on experience. - Experience using standard office software and collaboration tools. - Experience with Tolling environment. Role Description AECOM is seeking a Senior Project Controls Analyst (Cost Engineer) to execute day-to-day project controls activities across a wide portfolio of oil, gas, and remediation projects, ensuring cost performance, financial accuracy, and project transparency throughout the project lifecycle. The successful candidate will work closely with Project Managers to: - Develop and maintain cost-loaded schedules - Perform financial forecasting - Track project performance - Manage annual budget forecasts - Support project reporting You will play a critical role in delivering accurate cost management, earned value analysis, and forecasting while ensuring alignment with organizational standards and project objectives. Key Responsibilities - Utilize company project controls systems and tools to monitor, analyze, and report project cost performance. - Develop, maintain, and update project cost forecasts, budgets, and cost-loaded schedules. - Partner with Project Managers and project teams to identify, evaluate, and mitigate cost and schedule risks. - Analyze financial data and performance metrics to identify trends, issues, and opportunities for improvement. - Prepare cost forecasts, variance analyses, expenditure forecasts, and progress trend reports. - Perform earned value management (EVM) analysis and monitor project performance against established baselines. - Evaluate labor, manpower, and resource requirements against budget limitations and project commitments. - Review project expenditures, purchase orders, subcontract commitments, and contractor invoices to ensure alignment with approved budgets and work authorizations. - Support scope control and change management processes, including tracking and reporting the status of change orders. - Develop and maintain cost and schedule baseline budgets and support cost/schedule integration activities. - Conduct critical path and schedule impact analyses to support project planning and forecasting efforts. - Prepare and deliver project controls reports for management and stakeholders. - Participate in and, when required, lead project cost review meetings. - Assist with the development, implementation, and continuous improvement of project controls procedures and best practices. - Provide guidance and mentorship to junior project controls staff as needed. Qualifications - Bachelor's degree and 6 years of relevant experience, or demonstrated equivalent combination of education and experience. Requirements - Experience supporting engineering, construction, energy, environmental, or infrastructure projects. - Proficiency with project controls, cost management, scheduling, and forecasting methodologies. - Experience with earned value management, cost forecasting, and project financial reporting. - Working knowledge of Microsoft Project and other project controls software.
