Change Management and Deployment Senior Analyst

• Support small to large change project deployments using process improvement and change management methodologies • Work with a team of highly motivated individuals with management consulting, change management, organizational development and clinical experience • Effectively manage individual work streams, communicate the business need, and assist project teams by creating the support required to move people through the change curve • Partner with cross-functional teams across the organization to develop deployment strategies and collateral to drive the implementation and adoption of innovative technologies and processes • Use organizational / behavioral change management strategies and tactical plans • Identify KPI's in order to determine process and success metrics • Identify business needs that can be advanced through data analysis • Build reports, metrics trackers, and dashboards to address these needs • Adhere to a standard practice for change management and deployment • Provide advanced analytical assessments to better support and drive change throughout project life-cycle • Ensure each change project has the correct elements to successfully drive awareness and adoption.

This role leads analysts and subject matter experts supporting business cases, earned value artifacts, acquisition approval activities, and investment lifecycle support for a large, multi-agency IT environment. - Serve as the primary interface with federal Capital Planning leadership. - Lead development, maintenance, and quality review of business cases, EVM reports, AAR submissions, and investment support artifacts. - Manage strategic planning, budget formulation, spend planning, and investment re-baselines. - Supervise Capital Planning Analysts and SMEs and provide quality assurance for deliverables. - Support gate reviews, portfolio data calls, and evolving CPIC requirements. - Help align work with OMB guidance, IT governance processes, and investment lifecycle activities. - Contribute to process improvements and coordination across program offices and stakeholders. • Gather, document, and analyze business requirements for pension products (PGBL, VGBL) and related processes. • Act as a liaison between business, actuarial, legal/regulatory, and IT teams, translating needs into functional specifications and user stories. • Map and redesign processes (onboarding, contributions, portability, surrenders, benefits) to improve efficiency and ensure compliance. • Support system evolution and integration projects, participating in UAT and acceptance testing. • Ensure adherence to SUSEP regulations and monitor regulatory changes that affect the products. • Produce analyses and metrics to support the area’s decision-making.
