Role Description We are seeking an experienced Program Manager – Network Engineering & Operations to lead a large, geographically dispersed team supporting enterprise network operations across Department of Defense healthcare environments. This role is responsible for providing leadership, oversight, and operational direction to a team of technical professionals delivering OSI Layer 1–3 network support to Medical Treatment Facilities worldwide. The ideal candidate brings a strong blend of program management, network engineering, stakeholder engagement, financial reporting, workforce management, and data analytics. This individual will serve as the primary interface with government stakeholders, site leadership, and senior technical staff to ensure high-quality service delivery, performance accountability, and operational standardization across a global support footprint. - Provide program leadership and oversight for a large team of network engineers and specialists supporting global DoD medical facilities. - Manage operations supporting OSI Layers 1–3 network infrastructure across multiple regions, including CONUS, Europe, Pacific, and Southeast Asia. - Serve as the primary liaison with customer leadership, including Chief Information Officers, Deputies, and Network Leads, to ensure customer satisfaction and mission success. - Screen, interview, and assess candidates for program vacancies; support staffing and workforce continuity efforts. - Prepare and deliver monthly performance reports, including program financials, travel costs, burn rate, forecasting, and operational metrics. - Analyze ServiceNow ticket data and other operational data sets to identify performance trends, anomalies, risks, and lessons learned. - Provide proactive guidance to senior engineers and technical leads based on trend analysis and operational insights. - Conduct regular technical and operational meetings to promote service continuity, best practices, and standardization across all supported locations. - Monitor program execution to ensure compliance with contract requirements, service level expectations, and organizational objectives. - Drive continuous improvement initiatives across service delivery, reporting, staffing, and technical operations. This position is designed to be flexible, with responsibilities evolving to meet business needs and enable individual growth. Qualifications - Bachelor’s degree in Information Technology, Computer Science, Business, or related field; equivalent experience may be considered. - 10+ years of progressive experience in network engineering, IT operations, or technical program management. - 5+ years of experience managing large, distributed technical teams in a government or enterprise IT environment. - Demonstrated experience overseeing network operations across multiple sites and regions. - Strong background in program reporting, financial tracking, forecasting, and operational performance metrics. - Experience working directly with senior customer stakeholders and government leadership. - Ability to analyze service desk, ticketing, and performance data to drive operational decisions. - Active Secret security clearance. Requirements - Experience supporting the Defense Health Agency or other DoD healthcare IT environments. - Prior responsibility for teams of 100+ personnel. - Familiarity with ServiceNow reporting and analytics. - Experience leading Tier III engineering oversight functions. - Master’s degree in Business Administration, Information Systems, or related field. - Veteran with military healthcare or DoD network operations experience. - CISSP preferred. - CCNP preferred. Role Description We are seeking a Senior Technical Product Manager (TPM) to own the core infrastructure, data pipelines, and API integrations powering our global DHT platform. In this role, you will sit at the crossroads of hardware engineering, data science, and cloud software.
