Role Description Workstate is seeking an experienced Technical Program Manager - Okta Migration to join our expert team in support of a high-impact identity and access management migration initiative. In this role, you will lead the migration from a legacy Okta instance to the Compass Okta environment, coordinating relationship, configuration, security, infrastructure, application, and stakeholder workstreams to ensure the transition is scalable, efficient, secure, and minimally disruptive to business operations. As a key contributor, you will work closely with information security, infrastructure, application, product, technology operations, and executive stakeholders to plan and execute the migration, manage dependencies, evaluate technical and security risks, track progress, and drive accountability across teams. This position is remote-friendly and available to residents of Colombia or Argentina with the right to work in their country of residence. Job Duties - Lead the migration from a legacy Okta instance to the Compass Okta environment, including relationship, configuration, application, security, and operational transition workstreams. - Develop and manage the end-to-end migration plan, including scope, milestones, dependencies, risks, communications, cutover planning, and stabilization activities. - Coordinate detailed functional and technical plans across information security, infrastructure, application, product, technology operations, and business teams. - Identify cross-functional interdependencies and establish prioritization to minimize disruption to daily operations. - Track progress, drive accountability, resolve blockers, and ensure clear ownership across teams and workstreams. - Evaluate technical and security risks related to Okta configuration, integrations, application access, user lifecycle management, policies, and operational readiness. - Partner with security teams to ensure enterprise security controls, access policies, risk management expectations, and compliance needs are addressed throughout the migration. - Collaborate with infrastructure and cross-functional groups to ensure the migrated Okta environment is scalable, efficient, supportable, and aligned to enterprise architecture standards. - Manage communication with key stakeholders, including executive-level updates, team-level reporting, decision narratives, risk summaries, and issue escalation. - Use data, metrics, and well-written narratives to create clarity, support decision-making, and communicate program health. - Drive operational process improvements related to identity management, access administration, SaaS governance, support workflows, and technology operations. - Build SOPs and reusable operating procedures to standardize and scale post-migration technology operations. - Support full lifecycle program execution from kickoff through implementation, cutover, adoption, stabilization, and handoff. - Ensure migration plans account for business continuity, user impact, application dependencies, security posture, and long-term operational support. - Help Compass improve execution, efficiency, consistency, and governance across high-impact technical programs. Qualifications - 4+ years of Technical Program Management experience leading complex technical initiatives across multiple teams, managers, and stakeholder groups. - Previous experience program managing Okta migrations, consolidations, or identity platform transitions. - Technical understanding of Okta configuration, tenant migration planning, identity integrations, SSO, MFA, lifecycle management, groups, policies, applications, and access controls. - Experience working with or alongside information security teams. - Knowledge of enterprise security controls, identity and access management practices, risk management, and security governance. - Ability to manage the full program lifecycle, including planning, discovery, dependency mapping, execution, cutover, stabilization, and operational handoff. - Experience coordinating third-party SaaS implementations, platform migrations, or enterprise technology operations initiatives. - Strong project planning, roadmap management, dependency management, risk management, issue resolution, and delivery tracking skills. - Ability to evaluate technical risk and drive prioritization decisions that minimize operational disruption. - Strong executive communication skills, including written narratives, status reporting, metrics-driven updates, and decision support. - Ability to influence stakeholders and leadership through clear, data-driven communication. - Familiarity with modern software development practices and technologies, including containerization, microservices architecture, CI/CD, and cloud-based delivery models. - Knowledge of AWS and modern cloud architecture concepts. - Ability to create SOPs, standardize operational processes, and support continuous improvement across technology operations. - Strong analytical, organizational, and problem-solving skills. - Ability to move comfortably between technical details, security considerations, delivery execution, and high-level business impact. - BS/MS in Computer Science or a related field, or equivalent combination of education and relevant experience.
