Utility Billing Specialist

• Support utility billing services within our software platform • Process client billing data, validate account information, and resolve billing discrepancies • Ensure accurate and timely invoicing for utility services such as water, wastewater, recycle, waste or municipal services • Process and maintain utility billing usage data within the company's software platform • Review billing data for accuracy, completeness, and compliance with client requirements • Import usage data, calculate, validate and post utility bills with the EGT application • Collaborate with Customer Support, and Development teams to troubleshoot billing-related system issues • Support month-end and year-end billing activities and reporting • Monitor billing workflows and identify opportunities for process improvement and automation • Ensure compliance with applicable utility regulations, company policies, and data security standards

Job Requirements

  • Associates or bachelor's degree in Business, Accounting, Finance, Information Systems
  • 2+ years of experience in Utility billing, accounts receivable, customer billing or related operational support
  • Experience working with billing software, ERP systems or Saas Platform
  • Strong proficiency in Microsoft excel and data entry accuracy
  • Excellent analytical, organizational, and problem-solving skills
  • Strong verbal and written communication skills
  • Ability to manage multiple priorities and meet deadlines with minimal supervision
  • High attention to detail and commitment to data accuracy, time management and critical thinking
  • Familiarity with CIS (Customer Information Systems) or utility management platforms
  • Adaptability in a technology-driven environment
  • Knowledge of Utility Rate structures, meter data, and billing cycles

Role Description The Processing Specialist I ensures accurate processing of biweekly and semi-monthly payroll for assigned entities. This position requires proficient computer skills, and the ability to multi-task and consistently meet deadlines. - Responsible for understanding payroll processing requirements for assigned entities. - Processing biweekly and semimonthly payroll. - Provides follow-up correspondence via phone or email when data contains errors or omissions. - Maintains client confidence by safeguarding data and complying with HIPAA. - Process adjustments, voids, reissues and ACH uploads. - Process off-cycle payroll. - Coordinate printing, packaging and distribution of checks/advice slips. - Extract and import data from multiple programs. - Process garnishments, tax levies, court orders, etc. - Research and resolve payroll issues. - Coordinate payroll audits/reviews to ensure accuracy of pay and identify potential errors. - Assists with compiling information for special reports and preparing other documents and correspondence. The VDH is made up of a statewide Central Office in Richmond and 33 local health districts. The Piedmont Health District proudly serves 7 counties and the local health departments within, including Prince Edward, Amelia, Nottoway, Lunenburg, Charlotte, Buckingham, and Cumberland. The position advertised is home-based in Buckingham County but may occasionally require travel throughout the 7 counties in the district. A valid state drivers license is required to operate a state vehicle or a personal vehicle while conducting business on behalf of the agency. Mileage will be reimbursed per the standard mileage rate. Utilizing established policies and procedures provides program and office support to a work unit, including general office and administrative support. Characteristic duties may include: - Routine office and administrative responsibilities - Scheduling meetings - Data entry - Routine transactions - Preparing correspondence - Maintaining records - Ordering supplies - Answering questions regarding program services offered The incumbent typically serves as the first point of contact for a program or work unit and directs inquiries to the appropriate office division or resource and explains established procedures and practices. Wage Employees Wage employees serve at the will and pleasure of the appointing authority. Continuing employment is based on available funding and business need. Wage employees are not covered by the provisions of the Virginia Personnel Act, therefore, they are not eligible for benefits, which are provided to salaried employees, such as leave credits, holiday pay, insurance, access to the grievance procedure, etc. Wage employees are paid only for the hours they actually work. Virginia state law currently requires that agencies not permit wage employees to work in excess of 29 hours per week on average over the course of a year. Wage employees may not work for VDH beyond 1500 hours during the period of May 1 - April 30 of the following year, the Standard Measurement Period. Once a wage employee works the maximum of 1500 hours during the Standard Measurement Period, the employee may be rehired as a wage employee of VDH only after the next Standard Measurement Period has begun.
