Role Description WSP is seeking an EHV EPC Project Manager (Power Delivery) - Remote for our Power & Energy Program Management Office in Portland, OR. The following locations will also be considered: Los Angeles, CA, San Francisco, CA, San Diego, CA, Seattle, WA, Boise, ID, Helena, MT, and Phoenix, AZ. In this position, you will be responsible for cradle-to-grave execution of high-voltage transmission EPC projects, from project development and design through construction, energization, and final closeout. This position provides high level technical project leadership, and guidance with managing the administrative, commercial, and technical components of EHV Transmission and Substation project(s) or portfolio of projects in accordance with WSP’s core values, and the level of project services agreed upon in the contract by WSP and the client(s). - Responsible for the overall performance of assigned project(s) that are moderate and larger size/complexity and regional in scope. - Includes oversight for financial, technical, client satisfaction, quality, safety, and schedule. - Ensures that responsibilities throughout the project lifecycle are adhered to, delivered, and audited with a level of quality that meets or exceeds acceptable corporate standards for safety, execution, profitability, and operational purpose. Your Impact: - Coordinate and communicate with all levels of management and disciplines throughout the project life cycle to support project cost and schedule objectives. - Lead the development of project proposals, cost estimates, scope, schedules, and resource plans. - Oversee management of budgeting, forecasting, scheduling, cost and change management and control. - Provide regular project reporting and updates to clients, technical leads, and business leaders. - Be the face of WSP for the client, developing and nurturing strong, long-term relationships. - Adhere to proven processes and ability to develop new processes to standardize procedures. - Adhere to safety regulations and enforce project safety standards. - Exercise responsible and ethical decision-making regarding company funds, resources, and conduct. - Perform additional responsibilities as required by business needs. Qualifications - Bachelor’s degree (Electrical, Civil, Mechanical, Project Management or Construction Management), Engineering Technology, Physical Sciences, or a related technical discipline, or equivalent professional experience within an A/E/C firm, utility, EPC, or power delivery consulting environment. - 10+ years of relevant post education experience in a project management role within our industry. - 3+ years of EHV transmission level voltage project experience (115kV up to 500kV). - Cradle to grave EPC project management experience for transmission level voltage. - Highly proficient understanding of project delivery process and strong background and experience in project management. - Advanced proficiency with analytical and organizational skills. - Advanced proficiency with interpersonal and communication skills. - Excellent self-leadership with attention to detail, multi-tasking, and adjusting readily to changing priorities. - Works independently and provides guidance and leadership to mid-level to senior level team or project members. - Advanced proficiency with technical writing, office automation, relevant software, MS Office suite products. - Ability to elicit cooperation from a wide variety of sources. - Proven track record of upholding workplace safety and ability to abide by WSP’s health, safety and drug/alcohol and harassment policies. - Strong ability to quickly adapt to change and demonstrate flexibility. Role Description The purpose of this assignment is to provide ongoing, system-level coordination and technical support to the MoES for the implementation of Component 2 of the IsDB/GPE/OFID Project (Phase II) during Year 2 (June 2026 – July 2027), building on results achieved under Phase I and ensuring coherence, sequencing, and quality across the three subcomponents. The specific objectives of the assignment are to: - Coordinate and align activities, deliverables, and timelines across Subcomponents 2.1, 2.2 and 2.3 so that curriculum, teacher development, and assessment reforms advance as a single, coherent CBE system. - Support the MoES and affiliated institutions in finalizing, endorsing, and institutionalizing the Year 2 deliverables under each subcomponent. - Ensure that international consultants, national experts, MoES Expert Groups, and UNICEF technical staff operate through unified workplans, shared review processes, and consistent quality standards. - Strengthen national ownership by working through existing MoES mandates and avoiding parallel structures, in line with the COMPACT Partnership and NSED 2030. - Provide timely advocacy, evidence packages, and reporting to MoES leadership, the Local Education Group (LEG), the Project Steering Committee, and development partners (IsDB, GPE, OFID). Qualifications - Masters degree in the fields of education, system reform with focus on CBE teacher preparation and professional development related to competency based education, use of technology, blended-learning approaches and Inclusive education or another relevant field. Requirements - At least 5 years of relevant professional experience in the area of education, teacher training, and/or lifelong learning at the policy, management and operational levels with the MoES and affiliated institutions. - Strong knowledge and skills in education policy reform, specifically in Central Asia, with a focus on curriculum reform based on Competency-Based Education principles. - Strong coordination skills; analytical and conceptual thinking; ability to work with multi-disciplinary teams (TLM, CPL, Assessment) and guide policy discussions. - Excellent writing, communication, editorial, and presentation skills; ability to deliver under tight timeframes and to the highest quality. - Proficiency in Tajik and Russian is required; knowledge of English (written and spoken) is considered an asset.
