AVP/BSA Program Manager

• Oversee day-to-day BSA/AML/OFAC operations, including workload allocation, SLA adherence, regulatory timelines, and team performance. • Manage transaction monitoring, alert review, SAR and CTR filings, OFAC/sanctions screening, IRS reporting, and 314(a)/(b) processes, ensuring accuracy, timeliness, and escalation of potential risks. • Conduct QA/QC reviews of BSA work products, maintain integrity of BSA systems and data sources, and partner with IT/data teams to resolve issues. • Lead and support BSA/AML/OFAC risk assessments, risk and control self-assessments (RCSA), and development of controls to mitigate identified and emerging risks. • Serve as liaison for regulatory exams, internal audit, and DFS 504 certification; coordinate responses to findings and ensure timely remediation. • Develop and update BSA/AML/OFAC policies, procedures, and training programs to ensure ongoing regulatory compliance and team readiness. • Support execution of the BSA/AML program, including system implementations, vendor management, risk scoring methodologies, and third-party due diligence. • Manage BSA-related projects, including system enhancements, product/service launches, onboarding initiatives, UAT/test plan development, and pilot execution. • Create and deliver metrics, dashboards, and reporting for leadership, governance forums, and the Board; identify trends, risks, and performance gaps. • Maintain deep knowledge of BSA/AML/OFAC regulations and emerging risks; provide guidance, interpretation, and recommendations to leadership. • Serve as a key liaison across Compliance, Risk, IT, and business partners to support program execution and continuous improvement. • Perform special projects, and additional duties and responsibilities as required.
Job Requirements
- Bachelor's degree (or equivalent) or similar; OR associate degree and two (2) years of experience in functional area; OR high school diploma (or equivalent) plus four (4) years of experience in functional area.
- Additional five (5) years+ of progressive experience in functional area.
- CAMS Certification preferred, or willingness to obtain the certification.
- Extensive knowledge of BSA and AML laws and regulations, including the Bank Secrecy Act, the USA PATRIOT Act and OFAC requirements.
- Residential mortgage banking experience.
- Knowledge of enhanced due diligence & high-risk customer management, financial fraud and applicable state and federal laws, payments, MSBs, correspondent banking and complex customer types and product offerings.
- Knowledge of automated transaction monitoring and high-risk customer modeling systems, watchlist screening systems/protocols including fuzzy logic and model tuning methodology/protocol.
- Ability to multi-task, inclusive of ability to plan, organize and prioritize workloads.
- Ability to work independently and as part of a team and work on own initiative, strong interpersonal and relationship building skills.
- Proficient in Microsoft Excel, Microsoft Word, Project Management tools, Transaction Monitoring and Screening solutions.

• Partner with organization leaders to build out strategic roadmaps for scoped programs: the Community Forum, Knowledge Base, and New Relic Platform Help Experience. • Independently lead large-scale, ambiguous projects from planning to implementation, proactively identifying dependencies and the cascading impact of scope or schedule risks. • Build and maintain each project’s artifacts and business documentation - such as but not limited to - problem definitions, business requirements, project plans, decision logs, communications plans (including field or launch announcements), and retrospectives. • Create programmatic operational cadences and maintain a prioritized list of projects and enhancements for each functional area. • Work with Engineering Managers to prioritize engineering backlogs within Jira, define project technical requirements, and oversee development progress. • Provide guidance and delegate project-specific tasks to the team's Business Systems Analysts (BSAs). • Track program performance metrics via Google Analytics, Tableau, and Salesforce dashboards and own quarterly business review (QBR) preparation. • Design, standardize, and monitor data-driven customer feedback loops across multiple programs. • Continuously improves existing processes and introduce new frameworks to break down cross-functional barriers.
• Manage risk functions for humanitarian response programming in Cuba. • Collaborate with audit, risk and compliance leads in HQ and the regional level and program leadership on implementing and strengthening internal control systems and continuous process performance improvement. • Anticipate and identify risk issues and challenges and the most appropriate solutions to address them. • Support implementation of sub-recipient financial management policy (SRFMP). • Plan and perform internal audits, control reviews and compliance assessments. Analyze results and provide recommendations. • Design and facilitate relevant risk training sessions and contribute to relevant components of institutional capacity strengthening plans for CRS and partners. • Serve as liaison and support for external audits. Coordinate action plans to close audit findings.
