Role Description We are seeking a highly motivated Technical Proposal Manager to identify, qualify, manage, and submit strategic growth opportunities across U.S. Government and commercial innovation pathways. This individual will serve as a bridge between business development, engineering, product management, and leadership teams to pursue opportunities including: - SBIR/STTR programs - BAAs - CSOs - Prize Challenges - Open Topic solicitations - Broad Agency Announcements - Calls for Solutions - OTA opportunities - Traditional government solicitations The ideal candidate possesses a strong understanding of the Department of Defense (DoD) innovation ecosystem and can independently manage the proposal lifecycle from opportunity identification through submission. This role requires someone who can quickly understand technical capabilities, align them to government requirements, and develop compelling, compliant, and competitive submissions. The individual must be able to translate emerging technologies into future operational concepts, mission-relevant use cases, and customer-driven value propositions that demonstrate measurable warfighter impact. Additionally, this role will support executive leadership in communicating technical capabilities and strategic value to senior military leaders, congressional members, and professional staff members. This is a fully remote position. Qualifications - Bachelor's degree in Engineering, Business, Government, Political Science, Public Policy, or a related field. - 5+ years of experience in government proposal development, capture management, or strategic opportunity management. - Direct experience developing and submitting SBIR/STTR proposals. - Experience with DoD solicitations and innovation pathways. - Strong technical writing, editing, and presentation development skills. - Experience managing multiple concurrent proposal efforts. - Ability to develop compelling future concepts, operational use cases, and customer-centric narratives. - Ability to synthesize technical, operational, and strategic information into concise executive-level products. - Excellent organizational and project management skills. - Excellent verbal and written communication skills. - Ability to work independently in a remote environment. Requirements - Continuously monitor and identify relevant opportunities across various programs and solicitations. - Maintain a strategic pipeline of near-term and long-term opportunities. - Evaluate opportunities against company technology roadmaps, product strategies, and organizational priorities. - Provide leadership with opportunity recommendations and bid/no-bid analyses. - Lead the end-to-end proposal development process. - Develop proposal schedules, milestones, and submission plans. - Coordinate with engineering, product management, operations, and leadership teams to gather technical content. - Translate complex technical concepts into clear, compelling, and customer-focused narratives. - Ensure submissions are compliant with solicitation requirements. - Develop supporting materials including technical volumes, white papers, quad charts, ROM estimates, cost volumes, executive summaries, capability statements, CONOPS, and operational use cases. - Submit proposals through applicable government portals and systems. - Develop and articulate future operational concepts that align emerging technologies with evolving mission requirements. - Translate technical capabilities into mission-focused operational use cases that demonstrate clear value to end users. - Build relationships with government stakeholders, operators, and strategic partners. - Support executive leadership in preparing and delivering briefings to senior military leaders and congressional members.
