• Lead overall project management for the NOAA contracted program across the IDIQ and task order levels, ensuring contract requirements, deliverables, milestones, and customer commitments are met. • Serve as the primary program management liaison with NOAA stakeholders, including the Contracting Officer, COR, Program Team, and other government stakeholders as appropriate. • Manage the PMO operating cadence, including kickoff meetings, biweekly progress meetings, leadership reviews, task order reviews, subcontractor reviews, and internal execution meetings. • Establish and maintain the Integrated Master Schedule, including task order milestones, dependencies, deliverables, staffing inputs, risks, and key decision points. • Lead development and maintenance of core program artifacts, including the Project Management Plan, communication plan, staffing plans, risk register, action-item tracker, deliverables tracker, decision log, change-control documentation, and progress reports. • Oversee task order implementation, including scope confirmation, resource planning, schedule tracking, deliverable tracking, risk management, reporting, and closeout support. • Coordinate across technical leadership, and corporate functions to ensure execution is aligned, dependencies are visible, and blockers are resolved quickly. • Partner with Ops to support contract execution requirements, including labor visibility, subcontractor support, ODCs, invoicing inputs, staffing, onboarding, and compliance needs. • Maintain visibility into program risks, issues, blockers, decisions, and dependencies; escalate items that may affect cost, schedule, quality, compliance, or stakeholder expectations. • Prepare and support customer briefings, monthly progress reports, program reviews, executive dashboards, and other status updates for NOAA and Tomorrow.io leadership. • Ensure program records are maintained in approved systems such as Jira, Confluence, GitHub Projects, or other program management tools. • Support quality review of deliverables before submission to NOAA and help maintain a clear, disciplined, and collaborative operating model across Team Tomorrow.

Job Requirements

  • 8+ years of experience in project management, program management, technical program management, government program execution, or a related role.
  • PMP Certification (certification number to be verified)
  • Knowledge of NOAA’s NWP modeling suites
  • Experience managing complex programs with multiple workstreams, stakeholders, schedules, risks, deliverables, and reporting requirements.
  • Experience supporting government contracts, federal programs, task orders, subcontractor coordination, or customer-facing delivery programs.
  • Strong project management discipline, including schedule management, risk management, action tracking, meeting facilitation, status reporting, and deliverable coordination.
  • Strong written and verbal communication skills, including the ability to prepare executive-ready status updates, meeting notes, progress reports, and follow-up communications.
  • Experience using project management and collaboration tools such as Jira, Confluence, GitHub Projects, Smartsheet, Asana, Monday.com, or similar systems.
  • Ability to operate effectively in a fast-moving environment with ambiguity, shifting priorities, and time-sensitive deliverables.
  • Experience supervising and managing teams

Role Description SAIC is seeking a Senior Program Analyst to provide CONUS-based program operations and international mobility support for the U.S. Navy's Foreign Military Sales (FMS) C4I modernization program supporting the Royal Saudi Naval Forces (RSNF).
