Role Description The Supervisory Veterans Claims Examiner (VCE) is responsible to the Education Call Center Manager for technical and administrative tasks of the Education Call Center. The Supervisory VCE has knowledge of all aspects of education benefits administered by the Department of Veterans Affairs, the education process, including the utmost attention to customer service skills. The Supervisory VCE assists team members with difficult problems on procedural and technical matters, especially where no precedent has been established; maintains knowledge of veteran interview procedures, the education award procedures, debt collection procedures; maintains technical competence of all the computer applications needed in the day-to-day operations. - Works with team(s) in planning, workload, ensuring its completion by team personnel, and resolving problems as they occur. - Provides support, advice, counsel, and instruction to employees on work and administrative matters. - Advises and recommends new procedures to meet changing needs to achieve the utmost efficiency on teams. - Responsible for systematic review of all operations of the teams. - Serves as team supervisor and technical resource advisor for one or more teams. - Assists in resolving disciplinary problems within teams through the use of counseling and employee training. - Assists teams in matters pertaining to on-the-job training for new employees and in determining the need for additional refresher training for experienced staff members. - Schedules and assigns training to ensure regulatory changes are implemented throughout teams. - Acts as the final arbitrator of technical disputes among team/team members. - Advises and consults with the Education Call Center Manager on difficulties encountered or problems arising in work relationships with other divisions or services within the division. - Approves/disapproves leave. Qualifications - Applicants must meet all requirements by the closing date of this announcement: 06/09/2026. - TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. - For a GS-12 position you must have served 52 weeks at the GS-11 level. - The grade may have been in any occupation, but must have been held in the Federal service. - An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Requirements - Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization (GS-11). - Specialized experience is defined as experience that includes: - Applying current and/or recent laws and regulations governing the compensation of VA Education GI Bill (GIB) benefit programs and the benefit eligibility requirements specified for Veterans and beneficiaries; - Addressing and resolving complex issues relating to education services for Veterans and beneficiaries provided by the VA; - Performing reviews related to work accomplished. - Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). - Full-time employment is considered to be at least 35 hours per week. - Generally sedentary physical requirements.
