• Build, evolve, and operationalize IonQ’s core talent and workforce programs, including learning, development, trainings, and performance • Own the end to end program management of key People initiatives, including program design, stakeholder alignment, timelines, communications, implementation, adoption tracking, and continuous improvement • Design scalable learning and development programs that translate IonQ’s talent philosophy into clear expectations, practical manager tools, and measurable employee growth • Develop and continuously refine learning pathways for individual contributors, managers, and leaders that build the skills, behaviors, and judgment needed to perform, grow, and lead effectively at IonQ • Build and manage compliance training programs that are simple to complete, easy to track, and aligned to legal, regulatory, and business requirements across IonQ’s teams and geographies • Partner with People Business Partners, Total Rewards, Legal, Compliance, and senior leaders to ensure talent and workforce programs are consistent, credible, and aligned to evolving business needs across every IonQ company and geography • Use data, feedback, and program insights to measure adoption, identify gaps, and continuously improve the learning, compliance, performance, and talent programs we build • Create clear communications, enablement materials, and change management plans that help managers and employees understand what is changing, why it matters, and how to take action • Establish repeatable processes, templates, and operating rhythms that make talent and workforce programs simple, trusted, and scalable as IonQ grows • Bring a strong program management mindset to learning and talent work by balancing strategic design with hands on execution, operational rigor, and a bias for action
Job Requirements
- 7+ years of experience in talent management, learning and development, organizational development, people programs, compliance training, or workforce strategy
- Strong systems thinker who can turn complex, ambiguous problems into clean frameworks, processes, and tools that scale across a global company
- Strong program manager who can move work from strategy to execution by managing stakeholders, timelines, dependencies, risks, communications, and adoption
- Exceptional writer and communicator who can make complicated ideas simple and build resources people actually want to use
- Comfortable operating without a perfect playbook, across competing priorities, and with cross functional stakeholders you need to influence without formal authority
- Business first mindset. You see the business as your customer, and everything you build should help the company move faster, raise the talent bar, and create a more consistent employee experience

Role Description The Incumbent serves as a Program Analyst within the Office of Mental Health Suicide Prevention, located in (Teams Operations), Veterans Crisis Line (VCL) Clinical Operations. The VCL is a 24-hour, 7 days a week, 365 days a year service aimed at connecting callers, texters and chatters, worldwide to a caring, qualified VA employee. The VCL's mission is to provide 24/7, world-class suicide prevention and crisis intervention services to Veterans, Service Members, and their family members. The purpose of this position is to analyze real time or live VCL call center program data to ensure that program operations are running efficiently. This position provides essential program support and makes decisions based on live data essential for efficient and effective functionality of critical VHA missions.
