Role Description GovCIO is currently hiring for a Sub Product Line Project Manager to provide daily strategic, operational, and technical delivery consultation and support to the Senior Program Manager and the broader Product Line. This role blends program management, strategic planning, Agile delivery leadership, and technical oversight to ensure high quality execution across multiple products and workstreams. This position will be a fully remote within the United States with core hours of operation from Monday to Friday 8 AM to 5 PM ET. - Support the Senior VA Sub-PL Manager with day to day oversight, decision support, and strategic guidance. - Provide strategy, process, and implementation consulting services to the Sub-Product Line. - Shape and maintain strategic roadmaps aligned to organizational goals and operational plans. - Ensure the right work is prioritized at the right time to achieve business value objectives. - Monitor, track, and report on portfolio and program level performance, progress, risks, and dependencies. - Develop high quality leadership communications, and executive reports. - Oversee/Manage Agile delivery through SAFe, Kanban, DevSecOps, and other iterative methods. - Identify and remove impediments impacting delivery across teams. - Support release planning and workstream coordination to maintain flow across the value stream. - Manage parallel projects within a complex program while providing cross functional support. - Coordinate all process requirements across teams (scheduling, risk, communications, change management). - Collect, analyze, manage, and report key execution metrics across the Agile lifecycle. - Support quality reviews, risk management, scheduling, and baseline control. - Track budgets, resource needs, and alignment to product line objectives. - Ensure timely response and compliance with data calls and fast turnaround requests. - Serve as a primary point of contact for client interactions to ensure high quality deliverables. - Anticipate, identify, and help resolve client concerns; propose solutions to maintain satisfaction. - Provide leadership, coaching, and guidance to team members, stakeholders, and delivery partners. Qualifications - Bachelor’s degree plus 5 years of relevant experience. 5 to 7 additional years of relevant experience may be substituted for education. - Ability to attain Public Trust Clearance. - Strong program governance, reporting, and oversight capabilities. - Experience with Agile development methodologies and SDLC. - Ability to manage multiple concurrent workstreams and shifting priorities. - Strong analytical, investigative, and problem solving abilities. - Excellent verbal, written, and presentation communication skills. - Ability to work effectively in a fast paced, dynamic environment. Requirements - Ability to obtain and maintain a Suitability/Public Trust clearance. Preferred Skills & Experience - Experience working within VA Healthcare IT or OIT. - Strong familiarity with VA systems, products, and processes. - PMP certification. - SAFe certification. - Understanding of Lean Six Sigma and LEAN principles. - Experience with DevSecOps, release management, and configuration management. - Experience managing solutions in production while transitioning to modernized platforms. - Proficiency with Microsoft and collaboration tools (Teams, SharePoint, Jira). - Ability to translate vague requirements into strong, actionable solutions. - Experience preparing executive level briefings and artifacts. - Highly motivated, analytical, and able to lead independent research and problem resolution. - Strong organizational, prioritization, and leadership skills.
