Steel India Mid-Term Evaluation Consultant
Climate Catalyst
Role Description Reports to: Senior Head of Network Learning and Innovation Preferred timezone: Based in India Contract: Fixed-term consultant contract from 1 August, 2026 - 31 January 2027 (Estimated ~60-70 days, over 6 months). The purpose of the consultancy is to: - Assess progress and evidence of impact across all programme levers: IGSN, GPP, Sustainable Finance. - Capture ecosystem coordination, narrative shifts, and influence-related changes alongside more direct programme outputs and outcomes. - Provide a clear baseline for future progress measurement for new and emerging workstreams, such as narrative change. - Generate credible, independent evidence of results to support donor engagement and strengthen partner relationships. - Build internal evaluation capacity within the Climate Catalyst team. The evaluation will specifically address: - Impact of the Steel India programme. - Extent of achievement of intended outcomes across all levers. - Comparison of Climate Catalyst with others working on steel decarbonisation in India. - Perception of credible successors to serve as the IGSN secretariat. - Effectiveness of activities and focus areas for future efforts. - Landscape for new and emerging workstreams. - Data collection for robust future end-term evaluation. What you will do: - Co-design the evaluation framework with the Climate Catalyst learning team. - Conduct a ‘listening report’ with programme partners and stakeholders. - Gather and synthesise qualitative and quantitative evidence of impact. - Assess the effectiveness and value of network-building activities. - Establish a documented baseline for new programme activities. - Produce actionable recommendations to strengthen programme delivery. Qualifications - Demonstrated experience in programme evaluation, ideally within climate, energy, or industrial transition contexts in India. - Strong mixed methods research skills, including stakeholder interviewing. - Familiarity with theory of change approaches and systems/network evaluation methodologies. - Excellent written English; ability to translate complex findings into clear narratives. - Ability to work in a participatory and capacity-building oriented way. - Knowledge of emissions modelling and/or the Indian steel sector is an advantage. - Experience assessing narrative change and conducting narrative analysis is highly desirable. Requirements - The budget for this consultancy is ₹ 2,875,000 INR, inclusive of all taxes, fees and expenses. Role Description The purpose of the International Consultancy is to undertake a situation analysis on existing case management response for married girls in 3 countries in Southeast Asia (Cambodia, Lao PDR, and the Philippines) and support the rollout of the 2025 guidance on design and implementation of response services for young and adolescent married girls in at least 3 countries across South and Southeast Asia. UNFPA is seeking candidates that transform, inspire and deliver high impact and sustained results; we need staff who are transparent, exceptional in how they manage the resources entrusted to them and who commit to deliver excellence in programme results.
