• Lead and manage delivery activities across one or more federal task orders, ensuring projects remain on schedule, within scope, and aligned with customer expectations. • Serve as the primary point of contact for assigned deliverables, coordinating efforts across internal teams, stakeholders, and federal customers. • Support strategic business process improvement initiatives by identifying opportunities to enhance operational efficiency, compliance, and delivery effectiveness. • Contributes to the development and maintenance of project schedules, cost frameworks, status reporting, and documentation for current and future federal programs. • Collaborate closely with the Deliverables Manager, Program Leads, and cross-functional teams to define project scope, timelines, resource requirements, and deliverable expectations. • Develop and maintain ad hoc reports, dashboards, and tracking documentation to support internal reviews and ensure federal compliance requirements are met. • Monitor project risks, identify potential issues proactively, and implement mitigation strategies to support successful program execution. • Facilitate effective communication between stakeholders, leadership, and project teams to ensure transparency, accountability, and alignment throughout the project lifecycle. • Support continuous improvement initiatives and contribute to the development of best practices across program management operations.

Job Requirements

  • Bachelor’s degree required; degree in Business, Project Management, Public Administration, or a related field preferred.
  • Minimum of 2+ years of experience in project management, program management, or business operations support.
  • Understanding project and program management principles, methodologies, and industry best practices.
  • Experience supporting federal government contracts, task orders, or compliance-driven environments preferred.
  • Strong analytical, organizational, and problem-solving skills with the ability to manage multiple priorities simultaneously.
  • Excellent written and verbal communication skills with demonstrated experience interacting with customers and cross-functional teams.
  • Ability to work independently while collaborating effectively within a team-oriented environment.
  • Proficiency with Microsoft Office Suite, project tracking tools, and reporting platforms.
  • PMP, CAPM, Scrum Master, or other project management certification is a plus.
  • Experience with federal compliance reporting and contract deliverable management.
  • Familiarity with Agile, Waterfall, or hybrid project management methodologies

Role Description ThinkWell seeks a highly organized, entrepreneurial, and impact-oriented Project Manager to support our engagement on the Delaware Rural Health Transformation Program (RHTP)—a landmark federal initiative funded by the Centers for Medicare & Medicaid Services (CMS) supporting up to $1 billion in rural health investment over five years. The RHTP aims to transform health care delivery across rural Sussex and Kent Counties, Delaware, through 15 coordinated initiatives spanning crisis stabilization, behavioral health integration, primary care redesign, workforce development, and community-based prevention. The Project Manager will serve as ThinkWell’s primary managerial lead for this engagement and the main point of contact with the state of Delaware’s 15 RHTP subrecipients. This role sits at the intersection of grant compliance, multi-stakeholder coordination, and monitoring and evaluation, with direct exposure to a diverse ecosystem of rural health system partners.
