Role Description GovCIO is seeking an experienced FinOps Lead with deep expertise in cloud financial management, IT financial operations, cost optimization, forecasting, and hybrid infrastructure cost governance to support the Department of Veterans Affairs (VA) Office of Information Technology (OIT). In this role, you will collaborate closely with senior OIT partners, finance teams, engineering teams, operations stakeholders, business leaders, and functional consultants to establish and mature a hybrid Financial Operations framework that enables cost transparency, financial accountability, and optimization across cloud and on-premises infrastructure environments. This role will serve as the financial authority across infrastructure operations, helping VA improve cost visibility, forecasting accuracy, investment planning, and data-driven decision-making in a complex, multi-vendor environment. This position is fully remote, located in the United States. Qualifications - Bachelor’s degree in Finance, Business, Information Systems, Computer Science, Engineering, or a related field. Equivalent professional experience may substitute for a degree. - 12+ years of experience in cloud financial management, FinOps, IT financial operations, infrastructure cost management, or related roles within complex IT environments. - Experience supporting hybrid infrastructure environments, including cloud and on-premises platforms. - Strong expertise in cost modeling, financial forecasting, financial analytics, KPI development, budgeting, variance analysis, and optimization strategies. - Experience implementing financial governance frameworks, cost allocation models, showback/chargeback structures, and financial accountability practices. - Experience developing dashboards, financial scorecards, executive reporting, and decision-support materials. - Demonstrated ability to translate technical infrastructure decisions into financial impact, business value, and investment recommendations. - Strong understanding of infrastructure modernization, resource utilization, workload placement, capacity planning, and cost optimization. - Strong communication and stakeholder engagement skills across technical, financial, and business teams. - Exceptional written, verbal, and visual communication skills, tailored to diverse audiences and stakeholder groups.
