Position Summary The Director, Program Management serves as a senior program management expert responsible for guiding the successful execution of complex engineering and manufacturing programs for government and defense customers. In this role, the Director provides strategic program direction, drives cross-functional alignment, and ensures programs meet schedule, cost, technical, and quality requirements. The Director also leads, mentors, and supervises Program Managers and program management staff, establishing program management best practices, driving accountability, and supporting the development of high-performing teams across the organization. Responsibilities - Oversee planning, execution, and performance of all active programs, ensuring schedule adherence, cost control, quality, and customer satisfaction. - Drive operational readiness, risk mitigation, and resource planning across engineering, manufacturing, supply chain, quality, and contracts. - Lead program reviews, performance reporting, and communication with internal leadership and customers. - Partner with engineering and manufacturing to define program plans, production strategies, build schedules, and technical milestones. - Ensure alignment between program requirements and operational capabilities, escalating challenges and driving solutions proactively. - Manage program budgets, forecasts, and Earned Value Management (EVM) where applicable. - Oversee contract changes, scope management, configuration control, and delivery commitments. - Implement best practices for program management processes, tools, metrics, and cross functional workflows. - Develop and mentor a high performing program management team, build strong leadership capability and customer-focused execution. - Support new business proposals by providing operational input to schedules, staffing, risk, cost, and execution plans. - Foster a culture of accountability, continuous improvement, and operational excellence. - Manage, direct, and mentor Program Managers and program management staff, driving accountability, professional development, leadership growth, and high-performance execution across the organization. Requirements - Proven experience leading large, cross functional teams and managing multiple concurrent programs. - Strong understanding of manufacturing operations, engineering development, supply chain, and quality processes. Skills - Experience with government contracting, including FAR/DFARS, EVM, and formal program reporting. - Excellent communication, customer interface, and leadership skills. - Ability to drive execution, resolve operational issues, and manage risk in fast paced, technical environments. Education - Bachelor’s degree in engineering, Business, Operations, or related field; master’s preferred. Experience - 12 – 15+ years of experience in program or operations management within a government contracting, aerospace, defense, or complex manufacturing environment. Role Description This assignment locations will be based upon emergent and critical needs of installation programs across the enterprise where incumbent will serve as an interim manager in the absence of critical management vacancies. The Installation Child and Youth Programs (CYP) Director is to provide oversight to all child and youth programs at an installation to facilitate the provision of safe, healthy, secure, and developmentally appropriate services for children and youth ages 6 weeks to 18 years. Responsibilities - Program Operations/Management - Responsible for the administration, operation and technical direction of the CYP, which may include CDCs, FCCs, SACS, YPs and CYES. - Establishes, revises, or reviews policies, procedures, and objectives for the staff. - Collects and analyzes CYP program data to determine installation program adequacy and effectiveness. - Ensures seamless service and continuity of quality options for all children and youth. - Develops strategies for program improvement. - Initiates and maintains partnerships with both on and off-installation organizations serving children and youth. - Interfaces with local school board representatives to establish state-run Pre-Kindergarten Programs. - Oversees CYP food service program to ensure compliance with applicable Navy and USDA food program policies. - Serves as the installation liaison with the Regional CYP Manager on all CYP issues. - May participate in CYP pilot programs or initiatives. - Implements and monitors policies including guidance, fee policies, and program registration/enrollment. - Develops, monitors, and analyzes applicable statistical data to track operating programs. - Ensures the CYP T&C Specialists develop targeted, integrated training plans. - Ensures development and implementation of Standard Operating Procedures (SOPs) across the CYP. - Coordinates with all Installation Directors to ensure an installation Parent Participation Plan is implemented. - Ensures inclusion accommodation is facilitated and implemented throughout CYP. - Ensures staff follow risk management procedures. - Oversee expansion of CYP program initiatives. - Ensures the coordination of CYP-wide events and activities. - Coordinates issuance of an installation-wide parent fee letter. - Ensures fluid communication among all CYP programs on the installation. - Evaluates requirements for additional resources submitted by subordinate directors. - Ensures programs attain and maintain DoD certification and National Accreditation. - Ensures local component and MDTI inspections occur within specified timeframes. - Ensures programs implement a youth sponsorship program. - Budgeting and Financial Management - Compiles program statistical data for reports and data calls. - Develops integrated budget input and prepares justification for funding. - Oversees the collection, accurate accounting and reporting of funds received from patrons. - Ensures compliance with all regulations governing the use of appropriated and nonappropriated funds. - Approves purchases of facility, program, and playground supplies, equipment and furnishings.
