Role Description This assignment locations will be based upon emergent and critical needs of installation programs across the enterprise where incumbent will serve as an interim manager in the absence of critical management vacancies. The Installation Child and Youth Programs (CYP) Director is to provide oversight to all child and youth programs at an installation to facilitate the provision of safe, healthy, secure, and developmentally appropriate services for children and youth ages 6 weeks to 18 years. Responsibilities - Program Operations/Management - Responsible for the administration, operation and technical direction of the CYP, which may include CDCs, FCCs, SACS, YPs and CYES. - Establishes, revises, or reviews policies, procedures, and objectives for the staff. - Collects and analyzes CYP program data to determine installation program adequacy and effectiveness. - Ensures seamless service and continuity of quality options for all children and youth. - Develops strategies for program improvement. - Initiates and maintains partnerships with both on and off-installation organizations serving children and youth. - Interfaces with local school board representatives to establish state-run Pre-Kindergarten Programs. - Oversees CYP food service program to ensure compliance with applicable Navy and USDA food program policies. - Serves as the installation liaison with the Regional CYP Manager on all CYP issues. - May participate in CYP pilot programs or initiatives. - Implements and monitors policies including guidance, fee policies, and program registration/enrollment. - Develops, monitors, and analyzes applicable statistical data to track operating programs. - Ensures the CYP T&C Specialists develop targeted, integrated training plans. - Ensures development and implementation of Standard Operating Procedures (SOPs) across the CYP. - Coordinates with all Installation Directors to ensure an installation Parent Participation Plan is implemented. - Ensures inclusion accommodation is facilitated and implemented throughout CYP. - Ensures staff follow risk management procedures. - Oversee expansion of CYP program initiatives. - Ensures the coordination of CYP-wide events and activities. - Coordinates issuance of an installation-wide parent fee letter. - Ensures fluid communication among all CYP programs on the installation. - Evaluates requirements for additional resources submitted by subordinate directors. - Ensures programs attain and maintain DoD certification and National Accreditation. - Ensures local component and MDTI inspections occur within specified timeframes. - Ensures programs implement a youth sponsorship program. - Budgeting and Financial Management - Compiles program statistical data for reports and data calls. - Develops integrated budget input and prepares justification for funding. - Oversees the collection, accurate accounting and reporting of funds received from patrons. - Ensures compliance with all regulations governing the use of appropriated and nonappropriated funds. - Approves purchases of facility, program, and playground supplies, equipment and furnishings. Qualifications - A Bachelor's Degree or higher in Early Childhood Education (ECE), Child Development (CD), Elementary Education, Special Education, Home Economics, Child Care Administration or related field of study AND 4 years of full time specialized experience managing and supervising facility-based children and youth programs. - A combination of education and experience; education must include courses in a child related field of study and total minimum of 24 higher level semester hours, along with four years of specialized experience in managing and supervising facility-based child and youth programs. - Resumes must include information which demonstrates experience and knowledge, skills, and ability (KSAs) as they relate to this position. - Mastery knowledge of the principles of child and youth development and in designing and managing exceptionally complex programs. - Mastery knowledge of and skill in applying both Federal and State laws governing the detection and prevention of child abuse and/or neglect. - Knowledge of financial management, budgeting, and purchasing as it pertains to a child and youth program. - Knowledge of facility design, functional use, and maintenance concepts. - Knowledge and support of the Navy's EEO program policies, goals and objectives. - Skills in program planning, organizing and coordinating. - Strong interpersonal communication and leadership skills. - Knowledge of national accreditation and criteria. - Skill in establishing positive working relationships with teams and individuals. - Ability to communicate effectively both orally and in writing in English. - Ability to analyze, plan, and adjust work operations of one or more organizational segments. - Ability to work effectively under pressure or on multiple tasks concurrently.
