Scope of Work: Capio Group is looking for an experienced Data Integration/Migration Consultant to work as a part of the team to enhance the client's existing systems into a single solution by integrating a centralized database system. This integrated solution will eliminate duplicate and redundant data systems which would improve the tracking, regulation of licensing, compliance, and laboratory activities. The centralized system would streamline services for consumers, support more robust reporting, such as real-time tracking of applicant, licensee and compliance performance measures, trend analysis to inform policy development, and data-driven adjustments to business processes that increase efficiency and accountability. A centralized system would strengthen the client oversight by increasing operational efficiency, supporting evidence-based decision-making, improving customer service, and accelerating regulatory responsiveness. The Data Integration/Migration Consultant will be responsible for tasks including but not limited to: - Research, evaluate, and critique the current data policies, practices, and procedures. Engage key stakeholders from selected departments to understand their data sources and needs. - Establish a procedure to determine data requirements, assess business implications, analyze risks, evaluate feasibility, and identify short-term and long-term opportunities for improvement. - Provide a plan detailing the data flow, and tools necessary to maintain data quality standards and synchronicity with the systems. - Participate in developing plans and in data synchronization work. - Identify and execute tasks in preparation for data conversion and migration to decrease data conversion and migration issues and risks. - Work with client’s business and technical staff to continue with data profiling. - Recommend preferred ways to document and develop data cleansing methods and rules. - Coordinate and implement data cleansing rules - Collaborate with various stakeholders to achieve objectives for data management. - Document and assess the as-is data environment. - Identify, collect, and classify client data. - Organize data and create data models for all client applications. - Build a repository of data sources, data flows, data owners, data custodian, and data users. - Administer mapping of all data sources and its movement to ensure data quality. - Analyze information flow and recommend appropriate technologies to support business processes. Mandatory Experience: - Within the last ten (10) years, must have a minimum of five (5)+ years supporting data migration, conversion, and integration for complex IT systems. - Within the last ten (10) years, must have a minimum of four (4) years of relevant experience in authoring and monitoring data pipelines. - Must possess a bachelor’s or advanced degree (master's or PhD) in computer science, engineering, information systems, math or technology-related fields. Additional qualifying experience may be substituted for the required education on a year-for-year basis. A copy of the degree must be provided upon request. - Must possess a Data management or architecture certifications. May not be substituted with additional experience. A copy of the certification must be provided upon request. - Within the last ten (10) years, must have a minimum experience supporting system consolidations or legacy-to-modern platform transitions. - Within the last ten (10) years, must have a minimum one (1) year of experience with Accela Civic Platform or Accela licensing and enforcement modules. - Must be able to provide a client/user end reference contact information for each applicable project meeting the requirements upon request in the qualification form. In addition, you must be able to submit completed reference forms when requested. Each reference form must be signed by the referenced individual. The reference contact must be a representative of the company for which the project was developed and must have served in a management or supervisory role. Desirable Experience: - Within the last ten (10) years, experience with regulatory data, licensing records, enforcement actions, or compliance datasets. - Within the last ten (10) years, familiarity with data quality, validation, and audit readiness. - Possession of Cloud data certifications (Google Cloud preferred). • Strategy & Planning; Collaboration with internal stakeholders and client decision-makers to define system needs, project scope, and business goals. • Evaluation and analysis of the effectiveness of existing HRIS and payroll systems, recommending improvements. • Ensuring interoperability and compatibility between various in-house and client-facing applications. • Business Analysis & Design; Development of functional specifications and documentation for new system features and enhancements. • Translation of business requirements into technical solutions through detailed process mapping, data modeling, and system documentation. • Performing gap analysis and suggesting optimization strategies based on client needs. • Implementation & Deployment; Leading or assisting in the configuration, testing, and rollout of new HRIS modules and system updates. • Coordination with technical teams to execute system implementations, ensuring alignment with client requirements and timelines. • Conducting system and integration testing, including user acceptance testing (UAT). • Providing client training, end-user support, and documentation. • Client Engagement & Support; Acting as a primary point of contact during implementations, upgrades, and enhancement projects. • Building strong relationships with clients, offering strategic guidance and post-implementation support. • Monitoring and resolving issues, escalating where appropriate, and tracking resolutions to ensure client satisfaction.

• Support data analysis across marketing performance, consumer behavior, and market trends • Work with structured and large datasets to extract insights • Assist in building dashboards, reports, and presentations for client deliverables • Contribute to analyzing campaign performance and identifying trends • Partner with senior consultants to support client-facing projects • Contribute to internal knowledge sharing and documentation • Learn and apply best practices in data analysis and storytelling

• Design and develop data integration solutions for Oracle EPM Cloud applications, including Oracle Planning and Budgeting Cloud (Planning), Oracle Financial Consolidation and Close Cloud (FCC) and Oracle Account Reconciliation (Reconciliation) applications. • Collaborate with clients to understand their business objectives, challenges, and technology requirements. Conduct thorough assessments to identify areas where technology can drive improvements and efficiencies. • Implement and configure data integration processes using tools such as Oracle Data Exchange (DE), Oracle Data Management (DM) and Oracle Integration Cloud (OIC). • Develop and maintain ETL processes to extract, transform, and load data from various source systems into Oracle EPM Cloud applications. • Provide technical support and troubleshooting for data integration issues. • Provide expert advice on technology solutions and tools that can enhance the client's operations. Help clients make informed decisions about adopting and implementing new technologies. • Perform data mapping, validation, and unit testing to ensure data accuracy and integrity. • Conduct training sessions and provide documentation to clients to ensure successful adoption of data integration solutions. • Stay current with industry trends and best practices in data integration and Oracle EPM Cloud technologies. • Continuously monitor the performance of implemented solutions to identify areas for improvement or optimization. Provide recommendations for updates, upgrades, or modifications, as needed.
