We are seeking a Policy Analyst to join our interdisciplinary team as we create practical, impactful, and equitable policy solutions. ChangeLab Solutions is hiring a Policy Analyst for a fixed term of two (2) years, in alignment with grant funding. To support regionally-focused programmatic work, we seek to fill this opening with an individual in one of the following locations: - Sacramento, California (preferred) or Los Angeles, California - The state of Georgia The Policy Analyst works on collaborative interdisciplinary project teams, providing evidence-based policy analysis; produces high-quality written products; develops customized, interactive trainings (presented both in person and virtually); and provides technical assistance to our partners and clients, including government agencies, community-based organizations, policymakers, and public officials across the nation. Qualifications - Bachelor’s degree required plus 2-4 years of relevant professional experience in a public health or policy organization (e.g., public agency, advocacy organization, community-based work, think tank, or university research center) - Strongly preferred: experience in engaging with diverse communities, such as rural communities, low-income communities, or communities of color - Experience in conducting qualitative or quantitative research, policy analysis, or policy evaluation - Ability to translate complex public policy issues and technical information into accessible and understandable concepts for a lay audience - Strong attention to detail in written and oral communication - Strong computer skills, including MS Word and email, and the capacity to learn and master new systems - Strongly preferred: Graduate degree in relevant field (e.g., MPH, MPP, MPA, MSW) - Experience working with or alongside marginalized communities, including communities of color, low-income communities, and rural communities - Experience working at or with community-based organizations focused on grassroots organizing, community power-building, advocacy, and/or racial justice - Experience in areas such as social determinants of health, civil rights, or community-centered policy work Requirements - Cultural humility and deep commitment to equity, diversity, and inclusion - Strong problem-solving mentality and approach to work - Strong collaboration skills coupled with the capacity to work independently in a remote or hybrid work environment - Ability to manage multiple priorities and take personal initiative - Relationship management skills, to build and maintain relationships and to build credibility as a trusted adviser to colleagues, partners, clients, and stakeholders who hold diverse perspectives - Ability to collaborate with team members online as needed, outside of a traditional office environment - Awareness of one’s own knowledge gaps; openness to learning - Strong team spirit, including a willingness to pitch in and help others Key Responsibilities - Research, Analysis, and Writing (70%) - In collaboration with other staff, the Policy Analyst creates innovative tools and resources that meet the needs of our clients and partners. - Prepare literature reviews and landscape analyses on a wide range of topics related to public health. - Collect, analyze, and synthesize a variety of primary and secondary research sources—including interviews, focus groups, reports, economic analyses, public health evidence, demographic and health trends, policy documents, and academic literature—to formulate policy and legal interventions. - Research and analyze federal, state, and local policies. - Contribute to the preparation of resources such as fact sheets, checklists, policy guides, toolkits, and model policies. Occasionally, other publications may include scholarly articles, op-eds, blog posts, and other materials. - Technical Assistance and Training (20%) - In collaboration with other staff, the Policy Analyst provides technical assistance on public health and policy matters. - Provide accurate and tailored guidance to policymakers, advocates, public agency staff, and community groups. - Develop and deliver engaging, interactive trainings and presentations at workshops and conferences and on webinars. - Relationship Management (10%) - In collaboration with other staff, the Policy Analyst contributes to the development of successful internal and external relationships. - Contribute to internal and external dialogue that advances our innovative approach to policy change. - Actively collaborate within and across interdisciplinary teams, including project teams, committees, and other efforts to support internal processes or goals, promote effective organizational culture, or build our public image and brand. - Participate in external calls, webinars, and meetings with our clients as assigned. - Other duties as assigned. • Module Administration & Configuration Workday Core HCM: Own the ongoing design, configuration, and maintenance of foundational structures (supervisory organizations, locations, cost centers, job architecture, and security groups). • Business Process Optimization: Review, identify, and resolve inefficiencies in business processes across your core modules. Build condition rules, validation rules, and custom notifications. • Project Management & Support Roadmap & Enhancements: Work with internal business partners to gather requirements, assess needs, design, and configure proactive modifications and enhancements. Participate in developing overall People Technology roadmap recommendations. • Release Management: Program manage the testing and implementation of Workday’s semi-annual release updates as well as weekly system enhancements. • Testing & QA: Create, review, and execute functional test plans and regression testing for system fixes, upgrades, and custom enhancements. • End-User Support: Act as an escalation point for troubleshooting, resolving complex transactional errors, and researching system-related issues. • Collaboration & Governance Stakeholder Partnerships: Build strong, collaborative relationships with People Operations and IT teams. • Reporting & Analytics: Create custom reports, calculated fields, and dashboards to support tracking metrics for recruiting, compensation cycles, and core workforce demographics. • Change Control & Documentation: Document configuration decisions, maintain process guides, and adhere to change control protocols for audit compliance.

• Review inbound charge card applications and make approve / decline / manual review recommendations • Handle manual reviews for edge cases, exception requests, and higher-limit applications • Document your decisioning rationale clearly for each application • Manage the application queue and keep turnaround times tight for applicants • Apply and refine underwriting criteria, scoring logic, and credit limits by customer segment • Analyze repayment data to spot patterns and recommend adjustments • Help build out decisioning criteria as we accumulate more repayment and transaction history • Flag anomalies, fraud signals, and high-risk patterns to leadership • Track portfolio performance: delinquency rates, payment failures, ACH returns, and loss trends • Surface early warning signals and recommend proactive interventions • Produce regular reporting on portfolio health for internal stakeholders • Support compliance with relevant regulations (ECOA, Fair Lending, NACHA) • Partner with product and engineering on credit tooling, including application flows, internal review dashboards, and repayment infrastructure • Work with operations on collections, customer escalations, and disputes • Contribute to vendor evaluations for credit bureaus, bank data providers, and fraud tools

Role Description The Project Analyst 2 is assigned to projects and/or programs that are managed through the Program Management Office (PMO) to support Project and Program Managers in the successful execution of an initiative. This role provides a broad variety of support for projects and/or programs and their stakeholders. Key Accountabilities - Applies specialized knowledge, advising on project activities, managing tools and communication, working with Project and Program Managers, agile teams, vendors, and stakeholders to plan, budget, monitor and support the successful execution of initiatives. - Contributes to budgets and purchasing processes for Project Managers and contract staff, including forecasting, creating purchase requisitions and monitoring purchase orders and invoices. - Facilitates communication and coordination between the project/program and other departments, stakeholders, vendors, and agile teams. - Conducts significant analysis on project data, and prepares, maintains, and submits accurate reporting such as dashboards, timelines, issues, risks and financial status on projects and programs for various stakeholder groups. - Ensures documentation meets audit, regulatory and user needs, in compliance with PMO processes. - Leads small projects and works collaboratively to schedule project planning sessions, workshops, and project meetings; and create governance and other stakeholder presentations. - Leads, collaborates, and builds relationships with cross-functional team members. - Creates and verifies project documentation such as communication plans, charters, project roadmaps, status reports and dashboards. - Recommends process efficiencies and continuously improves shared procedures, frameworks, and tools. - Manages stakeholder listings, project risk register and project audit documents. - Provides informal functional leadership and mentors peers. Qualifications - A combination of education, experience, and demonstrated skills may be considered. - A Bachelor’s degree in a related discipline, supplemented by industry recognized professional courses. - 3 to 5 years of relevant experience in a project coordination role in a technical environment. - Project Management certification is an asset. Knowledge & Technical Skills - Solid knowledge and experience with SAP, SharePoint, Confluence, Jira, Power BI and other reporting tools. - Strong knowledge of program/project management methodologies. - Solid demonstration of questioning and improving processes, systems, and practices. - Strong technical writing skills, and able to write reports and document procedures. - Solid working knowledge of Microsoft Office Suite: PowerPoint, Word, Excel, Visio, and Project.
