Summary Eurasia Foundation (EF) is a nonprofit international development organization committed to the idea that societies function best when people take responsibility for their own civic and economic prosperity. EF has offices and programs in the Eurasia region and the Middle East. EF is accepting applications for a Program Officer, Digital Governance (PO) position. The PO is a member of EF’s Digital Governance team and is responsible for providing programmatic oversight, guidance and backstopping support for the Foundation’s digital governance programs in Kyiv, Ukraine. Reporting to the Senior Vice President (SVP), the PO will directly contribute to the successful implementation of EF’s innovative eGovernance programming in the areas of anti-corruption, increased transparency, and digitalization reforms. Key Responsibilities - Assist with the preparation and review of annual work plans as well as performance monitoring and evaluation plans - Lead EF DC’s review of internal selection memos for all programmatic procurements - Review and revise biweekly, quarterly and annual reports submitted by program teams based in Kyiv and Washington, DC - Facilitate regular management calls with program staff based in Kyiv and DC - Assist the SVP with financial oversight of EF’s eGovernance initiatives in Ukraine - In coordination with the business development team, identify and develop new business opportunities for new initiatives in the digital governance practice area Education - Bachelor’s degree in international development, digital transformation, public administration or another relevant field required. Master’s degree strongly preferred Qualifications/Experience - At least 3 years of program management or backstopping experience, particularly for FCDO-funded programs in eGovernance. Familiarity with eService transformation, digitalization and/or eProcurement reforms a plus - Familiarity with program design, monitoring and evaluation as well as performance-based management tools required - Previous experience in international program implementation required. Familiarity with program delivery in Ukraine strongly preferred - Experience backstopping programs in compliance with FCDO and U.S. State Department rules and regulations strongly preferred. Familiarity with other European or multilateral donors a plus - Previous new business experience in the democracy and governance sphere preferred - Outstanding English writing and editing abilities a must - Candidates must possess exceptional analytical, organizational, written and oral communication skills
