Summary: The Payroll Manager is responsible for the accurate, timely, and compliant execution of U.S. and Canadian payroll operations, including regular and off-cycle payrolls. This role owns the day-to-day processing, review, reconciliation, and operational oversight of payroll, ensuring a consistent and reliable employee pay experience. This role is expected to continuously strengthen payroll operations through effective controls, proactive auditing, process efficiency, and analytics, with the goal of making payroll predictable, scalable, and audit ready. The role partners closely with the Director of Payroll, HRIS, Finance, and external vendors to execute payroll within established policies and system configurations. In addition to core payroll processing responsibilities, the Payroll Manager is expected to be the subject matter expert for day-to-day payroll tax operations across multi state, local and Canadian payroll. Responsibilities: - Own end‑to‑end delivery of bi‑weekly U.S. and Canadian payrolls, including regular and off‑cycle runs for corrections, terminations, bonuses, commissions, retro pay, equity, and special earnings. - Review, validate, and approve payrolls to ensure accurate earnings, deductions, taxes, garnishments, funding, and net pay. - Resolve complex payroll scenarios, including mid‑period changes, leave management, partial periods, and multi‑state or cross‑border arrangements. - Oversee payroll funding, journal entries, general ledger postings, and payroll reconciliations to ensure financial accuracy and compliance. - Serve as the primary escalation point for complex payroll issues, driving resolution, corrections, and root‑cause analysis. - Execute and maintain payroll controls, including pre‑ and post‑payroll audits, validations, and reconciliations, while ensuring data integrity across HRIS, timekeeping, benefits, commission, and payroll systems. - Support internal and external audits by preparing documentation, responding to inquiries, and implementing corrective actions. - Act as the payroll tax subject matter expert for U.S. multi‑state, local, and Canadian payroll taxes, including withholding, reconciliation, funding, corrections, and adjustments. - Manage complex tax scenarios and regulatory changes, coordinating with vendors, tax authorities, and leadership to ensure compliant execution. - Identify recurring issues, inefficiencies, and operational risk, driving process improvements, automation, and system controls to increase accuracy, efficiency, and scalability. - Partner with leadership and vendors to implement approved system enhancements, reporting, validations, and process improvements. - Provide daily operational oversight, technical guidance, quality review, and support cross‑training, documentation, and standard work practices to ensure continuity and consistency of payroll operations. Qualifications: - Bachelor's degree in Accounting, Finance, Human Resources, or a related field, or equivalent hands‑on payroll experience. - Proven experience as a payroll tax subject matter expert, with responsibility for multi‑state U.S. payroll taxation and Canadian payroll tax operations. - Demonstrated expertise managing complex payroll tax scenarios, including reciprocal agreements, multi‑state work arrangements, tax registrations, corrections, and amendments. - Experience supporting payroll tax audits, inquiries, and assessments, partnering with payroll vendors, tax authorities, and internal stakeholders. - Significant hands‑on experience processing complex, multi‑state U.S. payrolls; Canadian payroll experience strongly preferred.Strong working knowledge of payroll systems (e.g., ADP), time and attendance platforms, and payroll accounting processes. - Proven ability to execute payroll controls, reconciliations, and audit‑ready operational processes. - Detail‑oriented and disciplined, with the ability to operate effectively in a regulated, highly controlled environment. - Able to balance accurate payroll execution with continuous improvement, efficiency, and operational excellence.
