Senior ESS Project Manager

• CompQsoft is seeking an experienced and innovative Project Manager Professional to lead cross-functional teams in support of government contracts • Focus on ES2D Naval ESS and other Department of Defense (DoD) modernization efforts • Lead cross-functional teams nationally and internationally in support of USACE ESS programs and DoD modernization initiatives • Review Requests for Proposals (RFPs) and develop comprehensive statements of work and project plans • Define project scope, schedule, and budget while identifying required resources and dependencies • Monitor and manage project production for compliance with schedule, budget, and quality objectives • Oversee analysis, design, execution, and support of all assigned projects, including resource planning, team selection, risk assessment, and budget management • Ensure complete, end-to-end testing and client signoff for test success prior to all go-live activities • Develop and maintain strong working relationships and strategic partnerships with key stakeholders/customers to maximize program effectiveness • Quantify project risks and develop mitigation strategies • Ensure overall success of project activities in line with Program Mission
Job Requirements
- Bachelor's degree in Engineering, Business Administration, Project Management, or related technical field
- Project Management Professional (PMP) certification (active and current or ability to recertify)
- Minimum 10+ years of project management experience, with at least 5 years supporting DoD or federal government contracts
- Proven experience managing USACE programs or IDIQ/MATOC contract vehicles for U.S. DoD customers
- Demonstrated experience with Electronic Security Systems (ESS), Communications and Force Protection programs
- Track record of successfully managing multiple concurrent projects with each budget exceeding $5M
- Experience with site surveys, technical requirements development, and design package development
- Proven ability to lead cross-functional teams in CONUS and OCONUS environments
- Expert knowledge of PMI standard practices and methodologies
- Proficiency with Project Management tools (MS Project, Primavera, or equivalent)
- Strong understanding of System Development Life Cycle (SDLC) phases
- Experience with Earned Value Management System (EVMS) tools and methodologies
- Knowledge of ERP (Enterprise Resource Planning) and MRP (Material Requirements Planning) systems
- Familiarity with government contracting processes, RFP responses, and proposal development
- Active Secret (or higher) security clearance (required)
- Ability to maintain clearance eligibility throughout employment
- Willingness to undergo additional background investigations as required by contract
