Senior Technical Analyst – MMIS, Medicaid Pharmacy
Gainwell Technologies
• Develop, maintain, and optimize complex SQL queries, views, and stored procedures to support analysis, configuration validation, reporting, and defect resolution. • Perform in-depth data analysis and root-cause investigations to troubleshoot system and production issues. • Use SQL to extract, analyze, reconcile, and validate data across environments to support solutioning, testing, and quality assurance. • Support performance tuning activities by analyzing queries, batch jobs, execution plans, and system throughput. • Perform smoke testing and post-release validation to confirm data integrity and system stability. • Coordinate with data conversion teams to support migration planning, data loads, reconciliation, and validation. • Validate converted and migrated data to ensure accuracy, completeness, and alignment with business and policy intent. • Support and validate configuration syncs from baseline to upper environments. • Analyze, validate, and reconcile interface outputs, extract files, and database feeds. • Validate X12 EDI transactions for structure, content, and processing outcomes. • Support Business Analysts by translating functional requirements into technical specifications and solution models. • Participate in design and requirements workshops, providing technical insight to ensure business and technical alignment. • Support System Integration Testing (SIT), User Acceptance Testing (UAT), and performance testing by validating data and system behavior. • Clearly document and communicate technical findings, risks, root causes, and resolution approaches to stakeholders.
Job Requirements
- Bachelor’s degree in Computer Science, Information Systems, Health Informatics, or a related field (or equivalent experience)
- 5+ years of experience as a Technical Analyst, Data Analyst, or Healthcare Systems Analyst
- Advanced SQL skills, including complex joins, transformations, large dataset analysis, and stored procedures
- Experience supporting MMIS, Medicaid, or Medicaid Pharmacy systems
- Strong understanding of healthcare data and Medicaid domains (Member, Provider, Claims, Pharmacy, Finance, Care Management)
- Experience with data analysis, troubleshooting, and validating technical outputs
- Strong analytical, documentation, and communication skills
- Experience working in SDLC and Agile delivery environments.

The California Department of Public Health Center for Infectious Diseases Informatics Branch (IB) is recruiting for an Informatics Specialist IV to join an exciting team developing innovative solutions to strengthen CDPH’s public health data ecosystem. The incumbent will join the team leading the design and implementation of disease prevention and control activities related to reportable communicable diseases. Responsibilities will include the following: - Applying advanced professional public health informatics concepts and extensive knowledge of industry practices to projects of all levels of scope and complexity. - Leading project teams in developing innovative informatics and public health data collection, monitoring, management, and analysis systems. - Identifying and implementing strategies for integrating multiple data systems and improving existing public health surveillance data systems and infrastructure. - Conducting complex database design, data quality assurance, and quality improvement projects. - Developing protocols and guidelines and providing information and technical assistance to support local health jurisdiction and other CDPH program partners in data modernization. - Acting as a technical lead to other informaticists, epidemiologists, and data analysts. - Utilizing strong programming (R, SQL, and/or Python) and/or informatics knowledge to support data analysis, database design, and data quality assurance and quality improvement projects. - Interacting and collaborating with several multidisciplinary CDPH teams as well as other internal and external partners as they contribute to communicable disease projects.
