The role in a nutshell: The HR Services Manager plays a pivotal role in delivering high-quality, legally compliant HR Business Partnering support to a diverse portfolio of global clients, including Embedded clients (reseller) and HR Consulting clients. As the primary HR point of contact for workers, clients, and in-country partners, this role is responsible for effectively managing the full employee lifecycle and ensuring seamless coordination across all HR functions with defined service scope, SLAs and workflows. The ideal candidate should have a strong understanding of employment law, HR best practices, and the ability to lead complex HR initiatives in a fast-paced, global environment. This role also requires creative thinking, a can-do attitude, and a proactive, consultative approach to client needs. The HR Services Manager must anticipate client needs, provide up-front knowledge to mitigate risk, and ask probing questions to uncover the full context of client inquiries. How you will make a difference: - Act as the primary HR point of contact for GEO workers and client stakeholders, delivering professional and compliant support across the full employee lifecycle (onboarding to offboarding). - Provide day-to-day HR and benefits support, including guidance on statutory and supplemental benefits (eligibility, enrollment, changes), ensuring clear and effective worker communication. - Deliver HR and benefits briefings aligned with local labor laws and company policies to ensure understanding and compliance. - Advise clients on performance management, promotions, career development, and compensation benchmarking with a consultative, solutions-oriented approach. - Support Embedded (reseller) and HR Consulting clients with tailored HR guidance, adhering to defined communication protocols, service standards, and process controls. - Prepare and manage employment contracts and HR documentation (offers, confirmations, compensation/title changes, probation extensions, renewals), while proactively tracking key dates such as probation periods and contract expirations. - Ensure compliance with local labor laws, GDPR, and internal policies by maintaining accurate employee records, HR documentation, and up-to-date policies and handbooks. - Collaborate with payroll and benefits vendors to ensure accurate payroll processing, tax filings, and social security submissions. - Support work permit processes (applications, renewals, cancellations) in coordination with legal and immigration partners. - Proactively identify and mitigate legal, compliance, and operational risks; escalate complex employee relations or legal matters as needed. - Lead and support HR initiatives and projects, including employee transitions, organizational changes, and terminations. - Partner cross-functionally with Sales, Operations, Legal, and Finance teams to ensure aligned and efficient HR service delivery. - Generate HR reports, support audits and due diligence processes, and respond to internal or client data requests. - Enhance employee experience through onboarding, engagement initiatives, regular check-ins, and effective offboarding processes. - Act as an escalation point for employee concerns, grievances, and conflict resolution, ensuring timely and appropriate action. - Identify process inefficiencies and implement improvements to optimize HR operations and reduce compliance risks. - Stay updated on employment laws and HR best practices across supported regions to continuously improve service quality What will give you an advantage: - Holder of domestic Chinese HR qualifications, such as Human Resources Management Professional, to ensure compliance with local regulations. - Hands-on experience supporting HR & Benefits services in an outsourced, shared services, or multi-country environment, preferably with 5-6 years of proven experience in HR management or HR business partnering in an international or Employer of Record (EOR) context. - Strong working knowledge of local labor laws, employment practices, and HR compliance. - Practical knowledge of statutory and customary employee benefits (e.g., medical, pension, leave programs, etc.) and how they interact with payroll and employment practices. - Demonstrated ability to explain complex HR and benefits concepts clearly to employees and non HR client stakeholders. - Experience working within case management systems, HRIS platforms, and knowledge bases to deliver auditable SLA-driven HR and benefits services. - High attention to data accuracy and process discipline, particularly in handoffs between HR, Payroll, and Benefits teams. - Ability to balance employee experience, client satisfaction, and compliance risk in day‑to‑day decision‑making. - Excellent communication, interpersonal, and stakeholder management skills. - Strong organizational and prioritization abilities in a high-volume, fast-paced environment. - Strong analytical and problem-solving skills to handle complex issues and make data-driven recommendations. - Excellent verbal and written communication skills are essential for interacting with employees, management, and external stakeholders.
