Job Description

Senior Program Manager

Blake Willson Group, LLC

• Oversee all contract program management functions, including resource management across assigned projects and tasks. • Lead pre-award and post-award acquisition support activities, including acquisition strategy development, cost analysis, and market research. • Develop forecasting tools to support life cycle cost analysis, cost-benefit evaluations, and program budgeting. • Map end-to-end acquisition and contracting processes and contribute to the development of acquisition training manuals. • Oversee pre-award activities such as requirements gathering, drafting Performance Work Statements (PWS), developing Independent Government Cost Estimates (IGCEs), and crafting acquisition strategies. • Support post-award tasks including contract monitoring, performance assessments, invoice review and processing, and ensuring successful contract execution. • Collaborate with government and internal stakeholders to optimize procurement processes and drive operational efficiencies.

Job Requirements

  • Bachelor’s degree in Accounting, Finance, Business, or a related field
  • 15 years of professional experience supporting federal programs or contracts
  • 10 years of experience supporting end-to-end federal acquisition processes, including acquisition package development and contract administration
  • 3 years of experience working with Integrated Acquisition System (IAS), Program Loan Cost Expense (PLCE) Management, Financial Management Modernization Initiative (FMMI), and Agriculture Acquisition Regulations (AGAR)
  • Active Project Management Professional (PMP) certification
