DEPARTMENT OF REVENUE PROPERTY APPRAISER 3 Job Location: Division of Taxpayer Services 1600 W Monroe St, Phoenix, AZ 85007 Posting Details: Salary: $50,000 Grade: 21 Closing Date: 4/20/2026 Job Summary: The Property Appraiser 3, in County Services serves as a valuation expert in the appraisal of all locally assessed property for ad valorem property taxation purposes. This position provides technical assistance to county assessors and their staff throughout the state regarding applicable valuation methods, market data and related projects. Assists in providing continuing education via presentations, workshops, and roundtable discussions. Conducts research and analysis of issues and conditions impacting property valuations and summarizes findings in reports, papers and/or presentations. Additionally, this role may be called upon to represent the Department as a valuation witness to review, discuss, and defend values, before both judicial and administrative bodies. Job Duties: Serves as a senior appraiser on the County Services team by: - Providing expertise to the team on locally assessed property types and ad valorem property taxation - Supporting team performance in matters of technical knowledge and customer issues - Actively contributing to new hire and ongoing job training of other appraisers on the team - Guides the team and participates in complex appraisal projects - Compiles and analyzes data, taking into consideration all relevant factors according to appraisal industry standards (e.g., construction costs, location, income, replacement costs, capitalization rates, highest and best use, current use, comparable sales data, economic trends, market conditions, etc.) - Recognizes issues and presents alternatives, as appropriate to assignment - Works closely with other agency staff, county assessors’ offices, property owners, and real estate industry representatives in researching property values, property classification, component data, sales transaction information, etc. - Performs appraisals of county valued property types, as needed or requested - Participates in development and review of property tax forms - Performs on-site inspections and site visits, as needed - Performs in-person visits to county assessors - Consults with real estate industry professionals to research issues and market trends impacting property values. Appraisal Education - Utilize real estate research tools and data sources to prepare, create, and facilitate appraisal exhibits and presentations for workshops, roundtable discussions, and classes to Department and county assessor personnel - Prepares reports and provides testimony as a witness to review, discuss, and defend values, both before judicial and administrative bodies, as well as taxpayer conferences. Compliance & Continuous Improvement - Remains current on all laws, regulations, policies, and best practices related to taxation through regular engagement in activities such as: self-directed research, conferring with other practitioners and technical experts; subscriptions to regulatory/legal/industry newsletters and briefs; membership industry associations and attendance at meetings/events; and or participation in training and others continuing education opportunities. - Prepares special reports, monitors litigation and works with attorneys on lawsuits. - May complete periodic metrics, projects, huddle boards and reports as requested (e.g., research taxpayer's inquiries, prepare management reports as needed, participate in appraisal of property which may include assigned valuation as needed by the District, etc.) - Prepares for and actively participates in 1:1 coaching with supervisor - Maximizes work processes and deliverables through lean principles within the Arizona Management System (AMS) Licenses & Certifications - Successful completion of the DOR intermediate appraisal certification program, or ability to successfully complete the program within three years after the hire date - Valid, Arizona Driver’s License Knowledge, Skills & Abilities (KSAs): Knowledge/Understanding - Advanced knowledge of accepted ad valorem appraisal principles techniques and practices - Federal laws, the Arizona Constitution, Arizona Revised Statutes, Administrative rules and tax court cases pertaining to property tax - Knowledge of accounting principles, financial theory, and standard appraisal methods of property valuation Skills - Strong presentation and public speaking skills - Mathematical skills to include addition, subtraction, multiplication, division, average, percentage, simple and compound interest, gross yield, capitalization rates, and depreciated costs - Effective organization and time management skills - Proficient in the use of a PC in a Windows environment; in the use of the Internet; in the use of MS Office Applications such as Outlook, Access, Word and Excel, PowerPoint; and in the use of Google Suite applications such as Gmail, Sheets, Docs, and Drive. Abilities - Ability to clear a comprehensive background and clearance process that includes an Arizona tax compliance verification, and a criminal background check through the FBI via level one fingerprint clearance through the Arizona Department of Public Safety - Develop exhibit packages for review and presentation - Analyze collected income, expense, and sales data and to develop capitalization rates from this data for all types of income producing property. - Create and facilitate presentations for workshops, roundtable discussions, and classes to county assessor personnel - Design and demonstrate how data is captured, how property is appraised, and how the values are distributed amongst the counties - Ability to work in a confidential manner, ensuring information is shared with internal and external individuals in an appropriate manner - Ability to travel up to 25% of the time and to operate a vehicle to attend workshops, roundtable discussions, classes, conduct property field inspections and appraisals, and visits to county assessors’ offices - Ability to understand and solve problems by applying intermediate analytical skills to include collecting all the relevant information and data needed to address the problem; organizing, classifying and synthesizing the data into fundamental issues; from the information, identifying the most probable causes of the problem; reducing the information down into manageable components; identifying the logical outcomes from the analyses of the data collected; and, identifying the options and solutions for addressing the problems analyzed. - Willingness and ability to embody ADOR’s core values of Do the Right Thing, Commit to Excellence, and Care About One Another. Facilitate financial counseling for patients and families as directed by clinical team. - Assist with medical necessity documentation to expedite approvals, appeals and complete appropriate follow-up. - Utilize Epic to enter and track prior authorization information, retrospective reviews and denial follow-up efficiently/effectively. - Collaborate with other departments to assist in obtaining pre-authorizations in a cross-functional manner. - Maintain current knowledge of medical modalities as well as new protocols established for patient populations. - Maintain an extensive working knowledge and expertise of insurance companies and billing authorization/referral requirements, clinical guideline policies, payer regulations, financial classifications and financial assistance programs. - Develop and maintain an effective, supportive working relationship with nurses, imaging techs, clinic/OR surgery schedulers, coders, fiscal teams, referral sources and external entities. - Communicate with providers, payers, patients, internal departments, co-workers and prior authorization leadership to resolve authorization denial issues. - Identify & report undesirable trends and reimbursement modeling errors or underlying causes of incorrect payment; review allowed variances from third party payers. - Maintain a high-level of accuracy to meet productivity and quality requirements. - Review and analyze report data to provide status updates to leadership. - May perform other duties as assigned. Training will be held either ONSITE or via ZOOM from the HSSB building at a length determined by the supervisor. Remote eligibility will be evaluated upon a satisfactory job training opportunity. Equipment: - Onsite – The department will provide a workstation which contains 3 (three) monitors, laptop/power cord, docking station/power cord, keyboard, mouse, headset, and desk supplies can be found in the supply closet. - Hybrid – while working onsite, the department will provide a workstation which contains 3 (three) monitors, a laptop/power cord, docking station/power cord, keyboard, mouse, headset, and desk supplies. When working offsite, the employee will take their laptop/power cord to carry back and forth, a second docking station/power cord to keep offsite. Prior to working offsite, the employee, at their own expense, will need to supply 2 (two) monitors, a keyboard, a mouse, and provide a screen shot of the domicile internet speed (minimum 30mb download and 10mb upload) and a picture of the office setup. - Remote - when working offsite, the department will provide the employee a laptop/power cord, docking station/power cord, headset. Education Required: - Bachelor’s degree or equivalent combination of education and relevant experience. Experience Requirements: - 6 months or more of related customer service experience in a professional, financial or health care related environment. - Knowledge of healthcare billing (healthcare revenue cycle); insurance, and/or federal and state assistance programs. - Strong attention to detail and with accuracy to achieve or exceed organizational and individual performance goals - Must be proficient in computer software applications, i.e., Microsoft Office Suite (Excel, Word, Outlook, PowerPoint) or comparable programs and an ability to quickly learn and apply new systems knowledge. - Demonstrated ability to handle complex and ambiguous situations with minimal supervision. - Self-motivated with initiative to seek out additional responsibilities, tasks and projects. - Effective communication skills (written and verbal), active listening skills and the ability to maintain professionalism while handling demanding situations with callers or customers. - Successful history collaborating in a fast-paced team environment. Desirable Qualifications: - Experience working in a complex hospital system is highly desirable. - Experience handling difficult callers, customers and patients. - Experience and knowledge of Patient Financial Services’ functions, systems, processes & policies. - Demonstrated ability to maintain or improve established productivity and quality requirements. - Knowledge of medical terminology. - Knowledge of anatomy and physiology. - Knowledge of Health Insurance Portability and Accountability Act (HIPAA) laws. - Experience identifying opportunities for improvement and making recommendations and suggestions. - Experience with multiple technology platforms such as Epic, Cirius ACD, and/or GE. - Ability to drive results and foster accountability throughout the team and organization. - Maintain current awareness of industry trends and continually strive for improvement with both technical and professional skills.
