What You Will Do • You will serve as the primary product owner and decision authority for an enterprise platform, balancing mission priorities, user needs, technical constraints, and delivery realities within a federal context. • You will define and evolve the product vision, roadmap, and success criteria, translating agency objectives and user needs into actionable epics, features, and backlog priorities that drive measurable outcomes, adoption, and operational value. • You will own and manage the product backlog end‑to‑end, ensuring high‑quality user stories and acceptance criteria, clear prioritization based on value and risk, and alignment with architectural and security requirements. • You will lead roadmap and release planning, defining MVP scope, sequencing capabilities across releases, managing tradeoffs across scope, schedule, and risk, and ensuring readiness for incremental deployments in compliance‑driven environments. • You will guide Agile delivery execution, facilitating sprint planning, backlog refinement, demos, and retrospectives, and ensuring alignment with definitions of ready and done to maintain predictable, high‑quality delivery. • You will partner closely with engineering, architecture, security, and enterprise governance stakeholders to ensure technical feasibility, manage technical debt, and embed non‑functional requirements, including security, performance, auditability, and compliance, directly into the product backlog. • You will own end‑to‑end validation of delivered functionality, coordinating UAT activities, supporting test strategy alignment, triaging defects, and verifying that delivered capabilities meet user needs and acceptance criteria. • You will manage delivery risk and transparency by maintaining RAID logs, dependency tracking, and delivery metrics, and by providing clear, executive‑ready status reporting to government and internal stakeholders. • You will support governance and operational readiness by ensuring product documentation, decision logs, release notes, and handoff materials are complete, accurate, and usable for downstream operations and sustainment teams. • You will provide leadership, coaching, and mentorship to project managers, technical leads, and delivery staff, fostering strong collaboration and accountability across distributed teams. What You Will Bring With You • Bachelor’s degree in a related field (or equivalent experience). • 6+ years of experience in Product Management or Technical Product Management leading enterprise platforms in Agile delivery environments, with demonstrated accountability for delivery outcomes. • 5+ years of experience serving as a primary product owner or product lead with authority to prioritize backlogs, make tradeoff decisions, and balance mission needs, value, risk, and delivery constraints. • 5+ years of experience coordinating cross‑functional teams, including engineering, UX, QA, security, SMEs, and governance stakeholders, while managing complex and competing stakeholder expectations. • 4+ years of experience defining and managing product roadmaps, MVP scope, and release plans for enterprise or platform‑based solutions, including incremental delivery in regulated environments. • 4+ years of experience writing high‑quality epics, features, user stories, and acceptance criteria, and maintaining backlog health to support predictable sprint execution. • 3+ years of experience supporting federal clients or regulated programs, with familiarity operating within compliance‑driven, policy‑oriented delivery models (USDA experience is a plus). • Ability to obtain and maintain required background checks/clearances as applicable to contract requirements. Key Responsibilities Reporting & Analytics Leadership - Lead the design, development, and ongoing evolution of standardized, automated reporting for customer, member, and business performance insights, which includes development and execution of regular newsletter-type communications that inform our stakeholders of the work we've recently completed - Own recurring executive reporting (scorecards and trackers), ensuring accuracy, consistency, and timeliness. - Identify opportunities to reduce manual reporting through automation, repeatable pipelines, and self-service analytics. Insight Generation & Storytelling - Translate data into clear narratives, implications, and recommendations for senior leaders and cross-functional partners. - Synthesize quantitative and qualitative inputs (primary research, AI platforms like Copilot, digital twin/synthetic agent research, operational data, CX metrics) into cohesive insight products. - Develop executive-ready deliverables (one-pagers, decks, memos) that clearly articulate the “so what.” Tools, Data, and Enablement - Serve as a subject-matter expert in reporting tools and data visualization platforms (e.g., Excel, Powerpoint, Qualtrics, Medallia, SharePoint/Smartsheet-connected reporting). - Partner with data engineering, analytics, and technology teams to improve data feeds, definitions, and reporting reliability. - Establish best practices for documentation, data definitions, and version control to improve insight consistency across teams. Stakeholder & Team Leadership - Partner closely with leaders across Product, Marketing, Operations, CX, and Strategy. - Manage and mentor analysts/managers, setting expectations for analytical rigor, business relevance, and executive communication. - Act as a trusted thought partner to senior leaders by proactively identifying trends, risks, and opportunities in the data. Required Qualifications - 7-10+ years of experience in insights, analytics, research, or consulting roles. - Proven ability to deliver executive-ready insights and recommendations. - Advanced proficiency in Excel and PowerPoint, including complex analysis and leadership-level storytelling. - Strong synthesis, communication, and stakeholder management skills. - Experience working in large, matrixed organizations with senior leaders. Preferred Qualifications - Experience in healthcare, insurance, financial services, or similarly complex, regulated industries. - Familiarity with customer experience, journeys, or engagement metrics. - Experience using or piloting AI-enabled tools for research, synthesis, or insight generation. - Experience managing teams and setting analytics or insight standards at scale. Pay Range The typical pay range for this role is: $82,940.00 - $182,549.00 This pay range represents the base hourly rate or base annual full-time salary for all positions in the job grade within which this position falls. The actual base salary offer will depend on a variety of factors including experience, education, geography and other relevant factors. This position is eligible for a CVS Health bonus, commission or short-term incentive program in addition to the base pay range listed above.
