Description PMO Director / Program Operations You are required to live in Maine, Massachusetts or Vermont to be considered for this role. Provides senior-level operational leadership and coordination for complex state or federally funded health transformation initiatives. Responsible for managing day-to-day program execution across grant administration, procurement support, financial monitoring, reporting, compliance tracking, technical assistance coordination, and stakeholder engagement. Establishes and maintains integrated project schedules, risk registers, action logs, and documentation workflows to ensure timely, organized, and compliant delivery of program activities. Coordinates cross-functional workstreams supporting procurement lifecycle activities (e.g., RFIs, RFPs, contract tracking), subrecipient onboarding, deliverable monitoring, and recurring reporting requirements. Oversees onboarding of new team members and establishes structured processes for training, documentation standards, workflow integration, and role clarity across workstreams. Ensures staff understand compliance expectations, reporting cycles, and governance processes. Monitors operational risks, identifies pacing or compliance concerns, and escalates issues to senior leadership as appropriate. Oversees preparation of recurring and ad hoc reports for state agencies and federal partners, ensuring documentation is consistent, defensible, and audit-ready. Supervises analysts and coordinators, maintaining quality control standards and reinforcing disciplined execution across workstreams. Supports rapid startup environments and high-volume implementation periods requiring structured coordination and strong internal controls. Up to 25% travel may be required. Basic Qualifications: - Bachelor’s degree in public health, health policy, health administration, public administration, public policy, business administration, economics, or related field required. Master’s degree preferred. - PMP certification preferred. - Minimum 8 years of experience managing large state or federally funded health-related grant programs, cooperative agreements, or public-sector healthcare initiatives. - Demonstrated experience supporting CMS, CDC, HRSA, or other federally funded health initiatives and operating in compliance-driven environments subject to state and federal requirements. - Demonstrated experience leading multidisciplinary teams and overseeing complex implementation efforts across procurement, grant administration, reporting, technical assistance, and partner engagement. - Experience establishing and administering Program Management Office (PMO) structures, including integrated schedules, risk management processes, documentation controls, and structured onboarding of staff. - Experience coordinating procurement lifecycle activities and contract oversight within public-sector or healthcare settings. - Experience maintaining reporting, documentation, and tracking systems in audit-visible or monitoring-intensive environments. - Strong understanding of state health systems, Medicaid programs, rural health environments, or safety-net provider networks preferred. #PT26ICF #Indeed Working at ICF ICF is a global advisory and technology services provider, but we’re not your typical consultants. The Refrigeration/ HVAC Project Manager - Store Development will lead the end-to-end execution of retail store construction and renovation projects. This role is responsible for managing multiple concurrent projects across various markets, ensuring all are delivered on time, within scope, and on budget. This role requires collaboration with internal teams, vendors, architects, landlords, accounting and general contractors to ensure quality and brand consistency in all store environments. This position is virtual/remote which means the work can be completed from anywhere is the United States except Hawaii or United States Territories. RESPONSIBILITIES - Oversee all phases of remodels, store refurbishments and facility maintenance projects. - Develop and maintain comprehensive project plans including timelines, budgets, scope, and resource allocation. - Collaborate with Real Estate, Store Operations, Merchandising, IT, and Finance to ensure alignment throughout project lifecycles. - Serve as primary liaison between the company and architects, engineers, general contractors, and other external partners. - Prepare estimates, submit capital project spend and manage project budget - ranging from $5,000 to $1m plus project budgets. - Ability to multi-task and manage multiple projects at one time. - Monitor all costs against forecasts as well as period close direction and project spend insight. - Identify value engineering opportunities without compromising brand standards. - Track and measure vendor performance on projects, providing direction on project standards and deliverables. - Ensure consistent quality control practices are in place & adhered to throughout the project lifecycle. - Ensure permit approvals, inspections, and landlord coordination are managed appropriately. - Conduct site visits to monitor progress and ensure adherence to specifications, codes, and company standards - New Stores: Lead workstream coordination and management of all phases of new store builds – leading overall timeline and execution planning. • Assist with coordinating managed services and telecom projects from initiation through completion. • Support multiple active projects related to infrastructure services such as Ethernet, SD-WAN, GPON, and firewall installations. • Work closely with internal engineering, operations, and service delivery teams to track tasks and milestones. • Coordinate with telecom carriers (such as AT&T, Lumen/CenturyLink, Verizon) for circuit ordering, scheduling, and status updates. • Maintain project documentation including timelines, notes, status updates, and close-out information. • Help track project schedules, deliverables, and dependencies. • Communicate project updates to customers and internal stakeholders under the guidance of senior project managers. • Log issues, delays, or risks and escalate them to senior team members when needed. • Update project management systems and internal databases with accurate and timely information. • Follow established project processes and contribute ideas for improving coordination and efficiency.
