Title: Evaluator Location: New York United States Job Description: Result of Service The evaluation will assess the overall performance of the Gender and Identity Factors Platform Project, and the extent that the Project has achieved its intended results for both learning and accountability purposes. It will identify lessons learned, good practices, and recommendations to inform the design of the project's future iterations, as well as to strengthen future UNOCT programming on gender and human rights in counter-terrorism and preventing violent extremism. Work Location Remote Expected duration 4 Months Duties and Responsibilities Under the guidance and supervision of the Evaluation Manager, and in collaboration with the Evaluation Reference Group (ERG) consisting of UNOCT's Project Team, Evaluation and Compliance Unit, Human Right and Gender Section, and Programme Management Unit, the key responsibilities of the Evaluator include: • Conduct the independent evaluation, ensuring high-quality deliverables that fully meet UNOCT and UNEG evaluation norms and standards. • Participate in the kick-off meeting organized by the Evaluation and Compliance Unit (ECU), with participation of the ERG. • Conduct a full desk review of all strategic, policy and project documents as relevant to the evaluation, including project documents and products such as project document, logical framework, annual progress reports, workplans, project outputs, etc. • Develop the evaluation design with detailed methodology, tools and techniques, which are human rights-based, gender-inclusive and gender-sensitive, generating information from and about men, women, and other marginalized groups, as well as key gender, disability inclusion and human rights issues, and produce an inception report. • Conduct robust data collection, including from respondents in the field as applicable, based on the approach, tools and methods detailed in the approved inception report. • Conduct robust data analysis and ensure data is triangulated and validated. • Prepare a presentation of preliminary evaluation findings and present preliminary findings to the ERG for validation and feedback. • Prepare and submit high-quality evaluation deliverables, namely draft and final evaluation report, evaluation brief, and PPT presentation, in a timely manner, incorporating feedback from ERG, and in line with the quality standards established by UNOCT evaluation guidance. • Present evaluation findings, lessons and recommendations to the UNOCT Programme Review Board (PRB) and other internal and external stakeholders, as required. • Ensure adherence to UNOCT evaluation guidance and templates and the full evaluation terms of Reference (ToR) throughout the evaluation process. Qualifications/special skills Advanced university degree (master's degree or equivalent) in evaluation, international relations, political or social sciences, gender studies, development studies, security or related field. A first level university degree (bachelor's degree or equivalent) in a similar field in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. • A minimum of 10 years of progressively responsible professional experience in monitoring, evaluation, or results-based management, including leading independent evaluations for international or multilateral organizations, is required. • Proven experience in conducting gender-responsive and human rights-compliant evaluations is required. • Experience in human rights-based approaches, gender sensitive evaluation methodologies and analysis, and an understanding of human rights, disability inclusion and ethical issues in relation to evaluation is required. • Demonstrated familiarity with UN evaluation standards, the UN Evaluation Group (UNEG) Norms and Standards, and application of OECD-DAC evaluation criteria; and experience in mixed-methods evaluation design, stakeholder engagement, qualitative and quantitative data analysis is required. • Experience in producing clear, well-structured evaluation reports that meet UNEG evaluation standards is required. • Experience in presenting and communicating complex evaluation results in a structured manner (in reports, briefs, presentations, etc.) is required. • Subject matter expertise and/or experience in evaluating interventions related to gender mainstreaming in security sector, counter-terrorism, prevention of violent extremism, peace or security sectors is desirable. • Prior experience with UNOCT, UN Women, UNDP, or related entities on CT/PCVE or gender equality programming is desirable. Languages English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of Swahili is an advantage. Additional Information The United Nations Office of Counter-Terrorism (UNOCT) was established in 2017 to provide leadership on the General Assembly counter-terrorism mandates entrusted to the Secretary-General from across the United Nations system; enhance coordination and coherence across the United Nations Global Counter-Terrorism Coordination Compact entities to ensure the balanced implementation of the four pillars of the Global Counter Terrorism Strategy (GCTS); strengthen the delivery of United Nations counter-terrorism capacity-building assistance to Member States; improve visibility, advocacy and resource mobilization for United Nations counter-terrorism efforts; and ensure that due priority is given to counter-terrorism across the United Nations system and that the important work on preventing violent extremism is firmly rooted in the GCTS. UNOCT is dedicated to advancing the integration of gender perspectives within counter-terrorism and preventing and countering violent extremism (CT/PCVE) frameworks, aligned with key Security Council resolutions, the GCTS, and the Women, Peace, and Security Agenda. Building on this commitment, UNOCT launched the Gender and Identity Factors Platform (GIFP) in 2021, with funding from Global Affairs Canada (GAC), as a multifaceted digital platform to increase the integration of gender and intersectional identity factors into the design, planning, delivery, and assessment of selected global, regional, national and local level programmes on CT/PCVE. The GIFP, which is hosted on UNOCT's Connect & Learn Platform, brings together United Nations entities, government authorities, civil society organizations (CSOs), researchers, academics, and practitioners from more than 70 countries to exchange knowledge, access tools, and engage in collaborative learning on gender-responsive and human rights-based approaches to counter-terrorism. GIFP serves as a central hub for research, training, and policy-related dialogue and exchange. Since its inception, GIFP has produced a wide range of results, including the establishment of global Communities of Practice for government officials and civil society actors; development of an e-learning course on Gender Mainstreaming in CT/PCVE; publication of knowledge products such as thematic and policy papers, case studies and analytical briefs; development of a Training of Trainers manual and delivery of pilot Training of Trainers workshops in East Africa; and a publicly accessible digital Resource Library with over 120 materials on gender and intersectionality in CT/PCVE.
