This is a mission-critical leadership role responsible for driving enterprise modernization initiatives, ensuring integrated delivery across multiple task orders, and aligning execution with broader program objectives. The ideal candidate is a strategic, enterprise-focused leader with proven success managing large-scale federal programs and delivering modernization initiatives involving cloud transformation, DevSecOps, Scaled Agile (SAFe), and system-of-systems integration. Position Description The Senior Program Manager will oversee end-to-end delivery across multiple Task Orders, ensuring alignment with program-level governance, architecture, and integration requirements. This role requires close coordination with senior stakeholders, cross-functional teams, and multiple contract partners to deliver cohesive, enterprise-wide outcomes. Responsibilities: - Lead execution across multiple Task Orders within a multi-award contract environment. - Establish and lead a Program Management Office (PMO) to manage cost, schedule, performance, and quality. - Drive Agile delivery using SAFe and DevSecOps practices, including Program Increment (PI) planning and Agile Release Train coordination. - Ensure alignment with enterprise priorities, governance, and architecture. - Manage interdependencies, risks, issues, and integration points across programs and contracts. - Provide executive-level reporting, including KPIs, status updates, and performance metrics. - Serve as the primary interface to senior stakeholders and lead executive briefings and program reviews. - Oversee staffing, subcontractors, and team performance to ensure high-quality delivery. - Drive continuous improvement, quality management, and compliance across delivery teams. Requirements - 15+ years of experience in IT program management, including managing large-scale federal programs within IDIQ/BPA environments and overseeing multiple Task Orders or contract portfolios. - PMP certification, SAFe certification (e.g., SPC, SA, or equivalent), and ITIL/ITSM certification (or equivalent experience). - Proven experience leading enterprise IT modernization initiatives, including cloud transformation, DevSecOps, and Agile at scale (SAFe). - Strong experience establishing and leading Program Management Offices (PMOs) and managing cost, schedule, performance, and risk (EVM experience preferred). - Demonstrated ability to operate in multi-contractor, multi-stakeholder environments and integrate delivery across multiple vendors and systems. - Experience with cloud platforms (AWS preferred) and delivering cloud-native, data-intensive, mission-critical systems. - Familiarity with data platforms, analytics ecosystems, or real-time processing environments. - Understanding of or exposure to integrating AI/ML capabilities into program delivery. - Strong executive presence, communication, and stakeholder management skills, with the ability to lead at both program and portfolio levels and drive results in complex, ambiguous environments. Mentorship & Growth This program is designed for Knowledge Sharing. You will be paired with a Senior System Administrator who will provide supervised practical work, allowing you to move from observation to independent troubleshooting. This position is subject to working in high security areas governed by the US Department of Justice's "Criminal Justice Information Services (CJIS) Security Policy" and therefore requires successfully passing a more stringent fingerprint background check administered by Motorola Solutions Inc. customers Target Base Hourly Salary Range: $21.80 - $23.80 Consistent with Motorola Solutions values and applicable law, we provide the following information to promote pay transparency and equity. Basic Requirements - Must be pursuing a degree in Information Technology, Computer Science, Cybersecurity, Data Analytics or a related field of study. - Must be able to obtain background clearance as required by government customer - Legal authorization to work in the U.S. indefinitely is required.
