Primary Duties and Responsibilities: We currently have an opening for Advisory Services/Project Management Analysts with a strong interest in project management in our Medicaid/Marketplace project area. This advisory services role blends project management and technical assistance. As such, we are seeking prospective employees with a passion for project management and an interest in improving public health insurance program operations and health care delivery. In particular, we are looking for individuals who can support current and emerging work across any number of areas related to monitoring and improving Medicaid programs such as: eligibility and enrollment, section 1115 demonstrations, long-term services and supports, measures of delivery and quality of services for beneficiaries, data analytics and reporting, financing, and monitoring and outcomes of innovative programs and policies. Advisory services analysts work on a variety of projects spanning policy and programmatic areas and are likely to work on 2-3 projects at a time. Candidates do not need to have experience in all of these areas but should have experience in at least one of them. Across all projects, Advisory Services/Project Management Analysts are expected to: - Provide the direction and organization needed to help keep Medicaid projects on time and on budget and facilitate communications among the internal project team with subcontractors, and with clients. - Conduct project management activities, such as helping project directors plan and manage complex projects and designing, implementing, and monitoring tools and processes to help organize data and manage teams. - Perform analyses of projects to monitor and evaluate project performance and progress, including monitoring project costs and resource utilization, assessing earned value, and overseeing subcontractors. - Implement and maintain project collaboration and knowledge management tools, including Microsoft Project schedules, SharePoint websites, Jira workflows, Confluence spaces, and Excel spreadsheets. - Provide technical assistance to state and federal health agencies, grantees, or healthcare providers, for example by designing webinars, responding to questions from these or other relevant entities, or creating reporting tools. - Draft workplans, client memos, technical documentation, proposals and other contractual deliverables, such as case studies or data dictionaries. They will be evaluated by their supervisor through successful repetition and application on assigned projects and tasks. KPI #2 – Perform a Project Forecast (Numeric Cost Model) Tasks & Activities: The Preconstruction and Project Planning Manager will be responsible for being capable of creating Numeric Cost Models (a.k.a. “the Forecast) and the accompanying standard deliverable for small and medium size projects. This includes the ability to independently identify, quantify, and estimate all scopes of work on a project using the Numeric Cost Model tools, workflows, standards, and Best Practices. In performing this work he/she is able to: - Plan, schedule, and execute the activities of the project - Effective identification of scopes of work across design documentation from each phase of design (concept through construction documents) - Use DESTINI Estimator for 2D Quantity Takeoff to quantify as needed - Know how to create quantity takeoff items for use in quantifying scopes of work - Proper breakdown of takeoff items and properties to support sorting and filtering scope accurately - Effective and proactive communication with the design team to seek clarification and general communication of the design intent. - Accurately generate the programming guide for importing into DESTINI Estimator - Proper setup and maintenance of estimates - Demonstrate knowledge of the major classification systems used in construction cost estimating such as Uniformat, Masterformat, and Bid Tab systems. - Able to navigate and manage a set of project design documents - Accurately and thoroughly identify and capture the various systems for the project. - Demonstrate knowledge and understanding of the Beck Production Database structure and content by selecting the appropriate line items to represent the scopes of work. - Use of the Preconstruction Standard Deliverables to submit final products to the client. This activity includes: - Be able to read two-dimensional sketches and documents and other design documentation, visualize, and convert to a three-dimensional representation of the project - Using Revit and the Beck Revit Template to author model content to virtually represent the project in 3D at the appropriate LOD to support the estimating activity - Know and apply the best practices defined in the Integrated Estimating workflow - Learn, and use BIMForum LOD concepts to represent scopes of work at the proper Level of Development depending on the purpose of the exercise and stage of the estimate - Understand and be able to apply Functional Component breakdowns to model geometry. - Be effective and efficient with the software in modeling and assigning information parameters as defined by the workflow. - Review models created by themselves, or by others for adherence to the Integrated Estimating workflow standards and best practices. - Review and scrub models for correct functional component breakdowns, Assembly codes, and Family Type Names - Setup of the Estimating 3D view with correct proper Visibility Graphics selected - Correct publishing of the model to BIM360 - Using standard DESTINI Estimator templates for typical projects. - Being able to generate unique estimates for atypical projects that don’t rely on a template. - Demonstrate a general understanding of the building systems and scopes of work identified in the project necessary to ensure a complete estimate. - Demonstrate knowledge of the major classification systems used in construction cost estimating such as Uniformat, Masterformat, and Bid Tab systems. - Able to navigate, read, and manage a set of project design documents - Accurately and thoroughly identify and capture the various scopes of work for assigned trades from the model and/or accompanying documents - Demonstrate knowledge and understanding of the Beck Production Cost Database structure and content by selecting the appropriate line items to represent the scopes of work. Mastery also includes using the standardized processes, tools, and best practices defined for these activities. This process include: - Creation of the deliverable using the standardized deliverable template - Being able to creative custom deliverables that differ from the standard template - Creation of the dashboard from the estimate using a template - Being able to create custom dashboards that differ from the standard template - Creation of the area study and an understanding of the major aspects of the Area Study including: - Gross Floor Area - Structured Floor Area - Net Rentable Floor Area - Creation of high-level project schedules from schedule templates Accountability (Output): Once properly trained and experienced, the Preconstruction and Project Planning Manager is able to successfully complete these activities within the scheduled timeframe, with accuracy and appropriate preciseness. The quality of this work is evaluated and measured by the supervising manager. KPI #5 – Develop Conceptual Level Schedules to Support Project Planning Tasks & Activities: For each project, the Preconstruction and Project Planning Manager is responsible for developing a high-level, but reasonably accurate schedule that captures the predicted durations for the various building systems comprising the overall project using rule of thumb and basic metrics of scheduling practices. These activities include defining durations for: - Foundations - Superstructure - Exterior envelope - Interiors - MEP systems - Sitework - Tenant Improvements - Owner Move-in Activities Accountability (Output): Once properly trained and experienced, the Preconstruction and Project Planning Manager will be capable of developing a realistic schedule within a defined level of accuracy (+/-) for review by the project manager, preconstruction manager, or a scheduling team member for minimal refinement and fine-tuning. The accuracy and quality of the schedule will be determined by the supervising manager. KPI #6 – Provide Effective Supervision, Coordination, and Oversight of Project Teams Tasks & Activities: The Preconstruction and Project Planning Manager will provide supervision and oversight of their most immediate team members. In this supervisory function they shall: - Schedule the team’s PCM 1-3 resources to effectively perform the work in a timely fashion and as needed to meet the overall project schedule - Monitor the team’s PCM 1-3 resources to track production and ensure the team’s accountability to the schedule - Provide quality control and quality assurance reviews of the team’s work by inspecting the work, ensuring accuracy and consistency. - Mentoring the team’s resources to enable personal and professional growth - Assisting with problem solving, answering questions and teaching standards and best practices. - Reporting to their department manager (or other designated supervisor) timely updates regarding schedule, accuracy, and quality of the finished product, and generally keeping the department manager informed on progress and predicted outcomes. - Track project costs weekly - Demonstrate effective communication with the preconstruction team as well as external team members (design, consultants, subcontractors, suppliers, etc.) Accountability (Output): The Preconstruction and Project Planning Manager is expected to update the Project Activity Log to communicate progress, status, and cost, weekly. They are to provide daily instructions, identify task and activities for their teams, and monitor progress. They are to review the draft versions of products. The effectiveness of the Assistant Preconstruction and Estimating Manager in these functions shall be evaluated and measured by their supervising manager. KPI #7 – Professional Development Tasks & Activities: The Preconstruction and Project Planning Manager will engage in learning more about the technical knowledge associated with their role by taking an active and proactive role in training activities, participating in relevant professional association activities, and pursuing opportunities to grow through webinars, workshops, etc. Accountability (Output): Throughout the year, and prior to the end of the year, the Senior Preconstruction and Estimating Engineer will work to complete established training modules and courses offered by the firm and by 3rd party offerings that meet the documented training requirements. The employee will document these activities in Workday as appropriate, along with a summary of knowledge gained to track progress and document completed activities.
