Role Description Vous vous verrez confier la résolution de dossiers de résorption d'habitat indigne au sein de l'unité parc privé et lutte contre l'habitat indigne (PPLHI) composée de 8 agents. - Assurer le suivi technique et administratif des procédures engagées jusqu'à leur résolution : insalubrité, diagnostic des risques d'intoxication par les peintures au plomb. - Assister l'ARS ou l'un des 3 SCHS lors de certaines visites sur site, rédaction de compte-rendus de visite, rédaction de courriers administratifs. - Conduire des procédures : carence sur l'hébergement et les travaux d'office, astreintes financières. - Rechercher des hébergements pour les occupants en cas de défaillance des propriétaires en lien avec les bailleurs sociaux et les agences immobilières. - Assurer le suivi de l'exécution des travaux d'office en cas de défaillance des propriétaires en lien avec notre opérateur assistant à maîtrise d'ouvrage (AMO). - Renseigner la base de données AXEL avec la chargée du recouvrement auprès des propriétaires. - Participer aux réunions partenariales avec l'ARS, les SCHS, les techniciens des collectivités, les élus, les opérateurs chargés des visites techniques d'habitabilité. - Participer aux réunions de comités techniques de lutte contre l'habitat indigne organisés par les collectivités. - Assister les instructrices dans le traitement des signalements reçus par le service au regard de critères de décence, sécurité, insalubrité, indignité. - Travailler en transversalité au sein du service pour assurer une action publique cohérente. - Instruire en collaboration avec la cellule juridique, les dossiers dans le cadre des contentieux des actes préparés par la DDTM. - Assurer les veilles réglementaires. - Participer à l'animation du PDLHI. - Mise en oeuvre de procédures pénales contre les « marchands de sommeil » en lien avec le Parquet et les forces de l'ordre. - Assistance aux communes concernant la mise en place du permis de louer. - Sensibilisation et formation des partenaires pour la lutte contre l'habitat indigne en lien avec l'ARS. - Participation aux COMED.
