Job Description Summary: The Senior Subcontracts Specialist conducts proposal preparation, pre-contract data collection and administration of both government and commercial subcontracts. Analyzes estimates of material, labor, equipment and production costs. Reviews contractual documents to ensure adherence to company policy, government specifications and requirements, and conformance to master agreements. Responds to inquiries regarding contract obligations and revisions. Initiates documentation to authorize work in accordance with contractual specifications, negotiates with subcontractors to ensure Draper and Customer requirements are met. Job Description: Duties/Responsibilities • Perform subcontract management functions in support of U.S. Government and Commercial Contracts. • Solicit subcontractors, perform proposal analysis and risk assessment with guidance from peers. • Manage tactical and strategic aspects of subcontract relationship, which includes interface with technical and contract. organizations, such as Program Management, Program Office and Contracts. • Issue modifications, solicit Engineering Change Proposals and issue Stop Work Orders. • Act as the focal point for subcontractor performance. Includes: RFP generation, delivery, payments and all contractual terms. • Purchase order Placement and maintenance; Subcontract performance monitoring and completion assessments. • Develop sound business cases, and analyze data. Skills/Abilities • Ability to successfully manage competing priorities, deadlines in a fast paced environment. • Ability creating, negotiating and awarding both fixed price and cost type subcontracts. • Knowledge of FAR/DFARS regulations. • Ability to interface with internal and external customers and all levels of management, and subcontractors. • Ability to solicit, evaluate and document cost and price proposals. • Proficiency with Microsoft Office products (Excel, Word, PowerPoint). • Ability to learn and effectively apply new tools, processes and procedures. • Ability to obtain and maintain any required Export Authorization. Education High School diploma/equivalent required. Bachelor's Degree in Business Administration, a related field preferred. Experience 3-5 years of experience subcontracts management, contracts management, procurement, proposal price/cost analysis, strategic sourcing, and/or industry related areas.
