SUMMARY: Under general supervision, provides analysis and programming to assist in the selection, implementation and ongoing support of application software, including all interfaces necessary to assure a high value, widely accessible, comprehensive, integrated information network which meet or exceeds customer needs. Regularly function as project coordinator for programming teams assigned to complex projects crossing multiple systems, platforms and affiliates. Coordinates and leads assigned programming teams through analysis of complex problems and development of most efficient and economical programming solutions. Functions as technical resource to staff, providing guidance and counsel to staff on work activities. Develops specifications for software applications; designs, codes, tests, debugs, documents and installs software programs using standard methodologies. Tests and updates software products with new releases. Develops new system strategies which may cross multiple systems, platforms and affiliates. Manages vendor relationships, including issues notifications and follow-up. Ensures vendors are aware of and adhere to information services change control practices. Coordinates testing and installation of new software packages and modifications from vendors. Serves in consultation capacity to conduct information flow analysis and feasibility studies and provides alternates and recommendations to address specific departmental needs for information and technology- based solutions. May assist in the orientation and training of new personnel, providing guidance to staff on job-related activities, department policies and practices and the like; appraises manager of status of orientation activities and related job performance. Regularly coordinates work activities of programming team assigned on project basis, most often of a complex nature; includes assigning work, directing work and evaluating job performance on team. Designs, programs, tests and installs interfaces among systems with disparate hardware and software configurations. Modifies, maintains and adds value to existing software via maintenance releases, utilities from vendor and creative use of available information services resources to enhance the usefulness of the information system to the organization. Identifies and communicates systems issues and proposes alternatives and solutions to information services management. Coordinates the preparation of manuals and training materials and training of user personnel in the use of systems and modifications to systems. May be assigned responsibility for managing complex information services multi-disciplinary, multi-entity projects, including project planning, task assignment and project implementation. Provides input into development of budget for purchase and implementation of applications and hardware. Delivers presentations to senior management and management forums. Participates in or leads various committees, task forces and quality improvement teams as needed. Participates in ongoing independent study, education-related professional activities and affiliations to maintain advanced level of knowledge in field of information services. MINIMUM QUALIFICATIONS: BASIC KNOWLEDGE: Equivalent to Bachelor 's degree in computer sciences, business administration or related field. Combination of computer-related technical training and progressively more responsible information systems management responsibility may substitute for degree. EXPERIENCE: Five years progressively more responsible related experience in programming and systems design. Experience should demonstrate high level of written and oral communication skills, ability to effectively lead multi-disciplinary work teams assigned to complex projects. Demonstrates ability to solve complex business problems and follow through to completion, including knowledge of healthcare, technology and general business. Experience preferably gained in similarly complex environment. SUPERVISORY RESPONSIBILITY: None but regularly provides functional guidance to other application system staff on project basis.
