ServiceNow Developer – SPM

• Design, configure, and develop solutions across the ServiceNow platform in alignment with SBA requirements and platform governance standards • Support and enhance existing ServiceNow capabilities, including ITSM and related modules currently in production • Develop and maintain custom applications, workflows, business rules, UI policies, client scripts, and integrations as required • Participate in sprint planning, backlog refinement, peer reviews, testing, and release activities • Lead implementation and enhancement of ServiceNow Strategic Portfolio Management capabilities, including Demand Management, Project Portfolio Management, Resource Management, and Investment Funding where applicable • Configure SPM data models, workflows, and reports to support portfolio prioritization, financial tracking, and performance management • Collaborate with stakeholders to translate portfolio management requirements into scalable ServiceNow solutions • Ensure SPM configurations align with out of the box functionality and ServiceNow best practices, minimizing technical debt • Support data migration, configuration refinement, and adoption activities related to SPM • Work closely with business analysts, architects, project managers, and federal stakeholders to ensure requirements are clearly understood and implemented • Adhere to established platform governance, change management, and quality assurance processes • Provide technical input during requirements discussions to drive feasible and maintainable solutions • Support documentation efforts, including technical design artifacts and configuration guides
Job Requirements
- Five or more years of hands on ServiceNow development experience
- Demonstrated experience implementing and configuring ServiceNow Strategic Portfolio Management in an enterprise environment
- Strong understanding of ServiceNow data models, scripting, and platform architecture
- Experience working in Agile or SAFe delivery models
- Ability to work effectively in a regulated federal environment with structured governance and documentation requirements
- Strong communication skills and ability to collaborate with technical and non-technical stakeholders
- Demonstrated hands on experience implementing ServiceNow Strategic Portfolio Management from initial design through production deployment, including configuration of Demand Management, Project Portfolio Management, and at least one additional SPM sub module such as Resource Management or Financial Planning
- Proven ability to design and configure portfolio level data models, including demand intake, project hierarchies, funding entities, cost plans, benefit plans, and key performance indicators
- Experience configuring portfolio governance processes within ServiceNow, including demand scoring models, prioritization frameworks, approval workflows, and stage gate controls
- Hands on experience developing and configuring SPM reports, dashboards, and performance analytics to support executive level portfolio visibility and decision making
- Experience aligning SPM configurations to organizational investment planning, capital planning, or portfolio review processes, preferably within a federal or highly regulated environment
- Demonstrated ability to configure SPM using out of the box capabilities first, with clear justification and documentation when customization is required
- Experience supporting data migration or onboarding of legacy project and portfolio data into ServiceNow SPM, including data validation and reconciliation
- Strong understanding of how SPM integrates with ITSM, Agile Development, and other ServiceNow modules to support end to end work intake and execution
- Experience participating in or leading SPM related requirements workshops with business and executive stakeholders
- Ability to translate ambiguous portfolio management concepts into concrete ServiceNow configurations, workflows, and reporting structures.
