The Technical Project Manager will support the U.S. Department of Agriculture, overseeing complex projects exceeding $1M annually. This role ensures strict adherence to NASS PMO processes, USDA project governance practices, and federal best‑practice frameworks that strengthen program performance and support mission‑critical statistical initiatives. Manage project schedules, deliverables, milestones, risks, and budgets for projects exceeding $1M annually. Ensure full compliance with PMO standards and the Project Accountability Model (PAM), supporting consistent project governance. Facilitate clear communication and coordination among cross‑functional stakeholders, leadership, and partnering agencies. Track project progress and maintain detailed project documentation using tools such as MS Project, JIRA, and MS Office Suite. Prepare and deliver regular status reports that support transparency, auditability, and USDA oversight expectations. Support USDA’s broader project management improvement goals as outlined by the USDA Program/Project Management (P/PM) Community of Practice, contributing to improved performance outcomes and maturity.

• Oversee all aspects of the implementation of the Contract for a Delivery Project, or a portion of a IS Delivery Project • Responsible for managing the financial aspects of the Project, Subcontractors / Vendors, Client relationships and delivering a safe, quality outcome the meets or exceeds Company commitments • Maintain a safe and secure work environment through active participation in site planning, Safety Plan review, JHA approvals, on-site tool box talks and conducting site walks with the Lead Construction Manager • Key resource for the Project Executive and Vice President for all project scope to ensure code and project requirements are met • Manages the Project Budget and understands and can execute the management of the Contract delivery type - Guaranteed Maximum Price (GMP), Lump Sum, or Concession Agreement • Manages and understands the requirements of the Contract, including bonds, insurance, notifications, schedules, reporting, costs and energy savings requirements • Oversees the set-up of the Project Job Management System (Procore) for all Change Management and Document Control procedures following Company SOPs • Negotiate and prepare vendor purchase orders and subcontracts in a timely manner to support the project schedule milestones • Lead in the Hand-off meeting from Development that establishes project goals, parameters and client expectations • Oversee the Project Team in establishment of the site utilization plan with a focus on cleanliness, access control and overall safety of our employees, client personal and public • Ensures accurate, timely and pertinent monthly project reports and cost reviews with project leadership utilizing current information from the Job Management and Accounting Platforms • Ensures the implementation of the Project Specific Quality Assurance Plan, including proper documentation to the client and all Subcontractors / Vendors • Ensures the Change Management process on the project from RFI Affect Letters, Drawing Revisions, and Client Directives from issuance to resolution is maintained and executed with accuracy and timeliness • Communicates and manages mitigations plans for all Risk Log items with project leadership • Works seamlessly with the leadership of all divisions • Build and maintain strong customer relations with subcontractors, vendors and Client, ensuring a predictable outcome in alignment with the Client and the Companies energy goals • Participates in industry organizations and looks for opportunities to be involved with the community to promote the company and its goals • Manages and develops all Project Managers

• Develop comprehensive project plans, including timelines, milestones, and resource allocation • Monitor project progress and adjust timelines as necessary to ensure projects are on track for successful completion • Identify potential project risks and develop mitigation strategies to address and minimize risks that may impact project timelines or outcomes • Track and manage project budgets, ensuring efficient resource allocation and cost control • Collaborate with functional heads to allocate resources, including personnel, equipment, and funding, to support project activities

Qualifications You Have: Ability to Travel 25% 3+ years project execution experience in an industrial, manufacturing or construction setting PMP certification and/or relevant industry experience EDUCATION: Post-secondary education in a field related to manufacturing or construction is preferred, or an equivalent combination of education and experience. PMP or similar project management certification is considered an asset. EXPERIENCE: Minimum of three (3) years of project management experience in a construction or manufacturing environment, including procurement management and support of field installations. The ideal candidate can interpret technical information and provide clear technical instructions. Ability to read and understand mechanical and electrical drawings/prints will contribute to success in this role. OTHER REQUIREMENTS: Proficiency with SAP and Microsoft Office Suite. Strong verbal and written communication skills are essential. Ability to learn quickly and thrive in a fast-paced environment requiring frequent decision-making and creative problem-solving. Demonstrated ability to work independently and collaboratively within a team. Willingness to travel up to 25%.
