Job Requirements
- Strong portfolio of websites **you have both designed and built** in Framer
- Clear design taste – strong typography, layout, spacing, and visual hierarchy
- Deep understanding of responsive design systems (not just breakpoints)
- Experience building interactive, modern marketing websites
- Ability to work directly in Framer and ship production-ready work
- Comfort with custom code (JavaScript / overrides / integrations) where needed
- Strong attention to detail and ability to work independently
- Experience with Webflow (secondary)
- Familiarity with SEO fundamentals and performance optimization
- Experience working on marketing or agency websites

Role Description The European Union’s Governance in Justice (EU-GOJUST) programme is focused on improving access to justice for all Filipinos and contributing to Philippine socio-economic development through a more effective, inclusive, and accountable justice system. The Katarungang Pambarangay (KP) System, established under the Local Government Code (LGC) of 1991, aims to promote amicable settlement of disputes at the barangay level to decongest courts and enhance access to justice. To address persistent knowledge gaps on the KP System, EU-GOJUST is supporting the DILG in the development of a user-friendly, responsive web-based knowledge portal. Serving as the Technical Lead for the EU-GOJUST Programme, IDLO seeks to engage a Web Designer to create an accessible digital platform that promotes greater understanding and application of the KP System. The specific objectives of this assignment are: - Develop a web design that supports the knowledge portal’s content. - Ensure usability for diverse users, including quick searches, simplified views for the public, and interactive elements. - Ensure compatibility with the DILG’s current website. - Incorporate accessibility standards, data privacy, and scalability for future updates. Qualifications - Bachelor’s degree in IT, graphic design, or related field. - At least three years of experience in web design/development. - Portfolio of similar knowledge portals or legal/educational sites. Terms & Conditions - This consultancy is offered on a deliverables-based contract, with payment disbursed upon satisfactory completion and approval of each milestone as outlined in the Terms of Reference. - The total estimated level of effort for this assignment is 60 working days. - The selected consultant is expected to commence work as soon as possible following contract signing. - The consultant is also expected to work closely with the Legal Expert that will lead in the selection and development of the content of the website. - The consultancy is primarily home-based with possible travel for validation and handover.
