The IT Procurement Manager is responsible for managing the procurement lifecycle for technology products and services across the organization. This role ensures that software, hardware, and IT services are sourced effectively, contracts are negotiated and managed appropriately, and vendor relationships deliver value to the organization. The role works closely with IT leadership, finance, and business stakeholders to manage vendor relationships, oversee technology contracts and renewals, and ensure procurement activities align with organizational standards, budget objectives, and operational needs. Duties and Responsibilities - Manage the procurement lifecycle for technology products and services including software, hardware, cloud services, and IT consulting. - Partner with IT and business stakeholders to identify technology needs and sourcing requirements. - Conduct vendor evaluations, pricing analysis, and procurement comparisons to ensure best value. - Facilitate the purchasing process including requisitions, approvals, and purchase orders. Vendor & Supplier Management - Maintain relationships with key technology vendors and service providers. - Monitor vendor performance and ensure service delivery meets contractual obligations. - Serve as the primary liaison between vendors, IT leadership, and internal stakeholders. - Maintain vendor documentation, contact records, and procurement history. Contract & Renewal Management - Manage technology contracts including new agreements, renewals, amendments, and terminations. - Track contract renewal timelines and proactively coordinate renewal decisions with IT leadership. - Assist with contract negotiations to optimize pricing, licensing, and service terms. - Ensure contracts align with organizational procurement policies and risk standards. Financial & Budget Coordination - Track technology procurement spending and support IT budget management. - Assist in evaluating cost optimization opportunities across vendors and technology contracts. - Provide reporting and insights related to vendor spend, contract status, and procurement activities. Procurement Process Improvement - Support the development and improvement of procurement processes, standards, and documentation. - Ensure procurement activities comply with internal policies and regulatory requirements. - Identify opportunities to improve vendor consolidation and purchasing efficiency.

  • Education & Qualifications
  • Bachelor’s degree in Business Administration, Supply Chain Management, Finance, Information Systems, or related field required
  • 5+ years of experience in procurement, vendor management, or technology sourcing required
  • Technical Knowledge

  • Compensation & Benefits
  • Resource Innovations offers competitive salaries based on a candidate's skills, experience and qualifications for the position.  The compensation range for the base salary for this position is $75k - 120k. In addition to base pay, employees may be eligible for a discretionary annual bonus.  The stated salary represents the expected compensation for this position. Final compensation will be determined based on factors such as the candidate's experience, education and location.

What you'll bring to the role: - 10–12 years of experience in software procurement, managing contracts exceeding $1M, maintaining software libraries including SLAs and warranties, and working with various software vendors and licensing models. - Bachelor's degree in Business, Engineering, Commerce, or a related field. - Equivalent combination of education and/or work experience in related field may be substituted. - Certified Supply Chain or Procurement Professional -- NISCL-CIPS or ISM designation is an asset (not required). - Deep understanding of various licensing structures (per user, per core, consumption-based, perpetual vs. subscription) and the legal jargon within Master Service Agreements (MSAs). - Familiarity with industry standards (like ISO/IEC 19770) for managing the lifecycle of software assets from procurement to retirement. - Knowledge of Total Cost of Ownership (TCO), Capex vs. Opex, and financial depreciation of technology assets. - Understanding of the vendor landscape, including major players (AWS, Microsoft, Salesforce) and emerging niche tools to identify duplicative functionality. - Knowledge of how to defend license positions during vendor audits and the legal implications of non-compliance. - The ability to move beyond price-slashing to negotiate for "flexibility," such as favorable termination for convenience, price-increase caps, and data portability. - Proficiency in auditing a Software Management Database (SMDB) and using Excel or BI tools to identify trends, over-deployment, or under-utilization. - The ability to look at a 3-year contract and predict how the organization’s growth might impact licensing costs or "shelfware." - The skill to build and refine workflows (like the Software Approval Process) that balance corporate agility with strict fiscal control. - Balancing a "firm but fair" approach to ensure vendors meet SLAs while maintaining a partnership that yields long-term value. - Anticipating renewals 6–12 months in advance to avoid "panic buying" and ensure leverage during negotiations. - The discipline to maintain 100% accuracy in inventory records—one missed renewal date or miscounted seat can cost thousands. - The ability to speak "Legal" to the compliance team, "Finance" to the CFO, and "Technical" to the IT departments. - Maintaining objectivity and professional ethics when dealing with high-value contracts and external vendors. - The agility to pivot procurement strategies as the company scales or as the software industry shifts toward new delivery models. Responsibilities - Provides oversight to all BU Purchasing activities - Identifies and tracks deviations on the Baseline SOP, if applicable, within the BU - Develops a departmental budget, manages the budget, and assigns projects to it - Assists with resource and workload allocation and management - Coordinates with operations for the purchasing requirements and trade contract flow downs from the prime agreement - Acts as the signing authority on all contracts, waivers, recommendations to award, and other documentation - Manages multiple purchasing teams and their projects - Produces Trade Partner risk mitigation strategy and execution by coordinating with the operations teams, the risk management team, and the leadership team - Coordinates and collaborates with the Support Operations and Preconstruction departments to incorporate their deliverables into the purchasing process - Maintains Trade Contractor relationship management across a BU or multiple BUs Elevates and collaborates with the specific BU leader when issues arise - Represents Gilbane Purchasing at BU industry events and within the Diverse Owned Small Business (DOSB) vendor community - Ensures all training is provided to gain a thorough understanding of all company policies and procedures - Develops long term strategic planning and contingency plans while taking global issues into account - Responsible for the career development and coaching of team members - Fosters a positive and inclusive work environment to motivate and engage team members - Interprets and translates the organizational strategy, ensuring team understanding of their role in accomplishing strategic goals Qualifications EXPERIENCE/EDUCATION - Bachelor’s degree in Engineering, Construction Management, or similar technical field - 12+ years of experience managing/purchasing/procuring work of construction Trade Contractors - Or equivalent combination of education and experience KNOWLEDGE, SKILLS & ABILITIES - Ability to lead multiple teams while encouraging them to work together towards a common goal by utilizing strengths of various team members - Knowledge of the differences in design responsibility and how it flows down to Trade Contracts - Knowledgeable in the different types of owner contracts and how they function - Knowledge of risk management including Gilbane P&P bonds and Builders Risk - Knowledge of the DOSB market, capacity, and strategy - Ability to leverage material and equipment status tracking to guide teams to early and/or direct procurement - Ability to utilize cashflow and workforce projections during the bid process to determine the qualification of a bid - Ability to prepare teams for Project Health Assessments (PHAs) and guiding team through PHAs - Knowledge of how to satisfy the needs of any of our clients - Ability to solicit and apply lessons learned - Knowledgeable in local union jurisdictional claims (if applicable) and ability to ensure compliance within purchasing process This position can be performed remotely or from any U.S. location where Gilbane has an office. Salary to be determined based on factors such as geographic location, skills, education, and/or experience of the applicant, as well as the internal equity and alignment with the team. The pay ranges from $130,000-180,000 plus benefits and retirement program.
