Engineering Manager Team you will be joining QMARS Our team is charged with maintaining and improving the software at the Centers for Medicare and Medicaid Services (CMS) that supports the Quality Management and Review Systems (QMARS) program. QMARS online case management system supports the CMS Beneficiary and Family-Centered Care (BFCC) Quality Improvement Organization (QIO) program. The QIO program is one of the largest federal programs dedicated to improving healthcare quality for Medicare beneficiaries across the country. Our teams will continuously strive to modernize these systems while improving them in ways that reduce provider burden and minimize costs to CMS. We do this through HCD and Service design practices, product thinking, and skilled engineering. What you will be doing Cross-Team Collaboration: Foster collaboration and drive impact not only within your own team but across multiple teams to achieve shared goals and deliver value at scale. Drive Innovation: Cultivate a culture of innovation by encouraging creative problem-solving, introducing new technologies, and spearheading initiatives that push the boundaries of engineering excellence. Technical Oversight: Provide oversight for the technical design, development, maintenance, and operational aspects of one or more software systems, ensuring high-quality delivery, security compliance, and alignment with business objectives. Team Development: Manage and support team members by nurturing their careers, setting clear expectations, monitoring performance, and promoting a positive, inclusive, and engaging team envirnment. Quality & Change Management: Ensure effective quality assurance practices, manage risk and issue resolution, and guide teams through process changes to enhance efficiency and maintain high standards Delivery & Support: Manage release communication, production deployments, post-release analysis and reporting, and provide support to ensure system reliability and customer satisfaction. Client Engagement: Build and maintain strong relationships with clients by actively engaging in discussions, providing technical expertise, identifying opportunities for improvement or growth, and ensuring alignment between engineering solutions and client needs. Business Development Support: Contribute to business development and capture activities by participating in solution exercises, developing technical content for proposals, and aligning engineering capabilities with client needs to win new contracts. Engineering Discipline Maturity: Collaborate with peers to refine best practices, promote knowledge sharing, and contribute to continuous improvement initiatives that advance the engineering discipline at Bellese. Responsibilities, Required Skills & Experience: - In this role, you will act as a hands-on technical leader, dedicating approximately 75% of your time to driving the QMARS ecosystem roadmap, overseeing system architecture, and ensuring long-term code health through deep-dive technical guidance and code reviews. The remaining 25% is focused on high-impact people management, mentoring engineers, and fostering a high-performance culture. - Able to move beyond basic automation to implement and evangelize a high-maturity CI/CD methodology (not just Jenkins scripts, but a philosophy of flow). You will be responsible for the "Developer Experience," ensuring pipelines are fast, reliable, and integrated with automated testing and security. - Able to rapidly learn the QMARS product and CMS client nuances to act as a bridge between technical execution and mission goals, identifying where analytics and modern engineering can reduce provider burden. Free up ICs to do the work, not represent the work. - Lead, mentor, and scale a high-performing organization of 20+ engineers, building clear career pathways and fostering a culture of technical excellence across multiple functional pods. - Ability to quickly synthesize how disparate parts (AWS, Pega, Analytics, DevOps) interact to form a cohesive system, rather than managing them as silos. Preferred Experience: - Government contracting at multiple federal agencies, but especially CMS.
